【摘要】 组织创新是经济增长的重要源泉。农村合作经济组织作为继家庭联产承包制之后的又一次组织创新,是解决农业结构调整、农民增收、迎接入世挑战等一系列问题的切入点,对实现新阶段我国农业的持续增长有着十分重要的意义。杨凌作为我国唯一的农业高新技术产业示范区,对于我国农业科技水平的提高、农业发展潜力的挖掘以及发展方向的把握有着重要意义,杨凌依靠自身独特的区位、科教以及品牌优势,发展农村合作经济组织不仅基础条件好,而且对促进杨凌乃至全国农村的发展意义重大。近几年来,在杨凌区政府的政策引导下杨凌农村合作经济组织发展迅速,陆续出现了草莓协会、养牛协会、蔬菜协会等19家合作组织,参与会员2200余人,占农业劳动力总数的11%。这些合作组织在促进农村经济发展和增强农业的抗风险能力等方面切实发挥了些作用,但是较小的影响力没有使得广大杨凌农户产生通过加入各类专业协会能够获取一定收益的预期心理,因此农户参与合作的积极性还不高。这样一方面农民渴求农村合作经济组织这一中介组织来提供信息、技术指导及其他方面的支持和帮助;另一方面众多的农村合作经济组织数量上增加并没有带来“质”的飞跃,至今仍没有广泛的推展开、实现一个理想的规模,能够对农民提供全面、有效的帮助,达到切实保障农民利益、促进农村发展的预期目的。本文正是基于这个现实状况,在分析了合作经济基本理论的基础上,首先从合作组织的运行情况、不同主体对合作组织的评价、会员与非会员农户的生产经营状况对比分析等方面分析了杨凌农村合作经济组织的发展现状;然后从合作组织的外部发展环境和内部运行机制两个大的方面分析目前杨凌示范区农村合作经济组织发展所存在的制约因素;最后,依据杨凌农村合作组织的发展现状和存在的问题,提出合作方式多元化、过渡式发展路径、因地制宜、典型示范等基本发展原则,同时依照合作组织发展所面临的障碍,给出较为科学、系统的解决方案。论文主体内容分七章进行。第一章为引言,主要指出论文选题背景、意义和目的,国内外研究综述,以及研究思路和方法等。第二章为农村合作经济组织的基本范畴及国内外实践,界定合作组织的基本内涵、原则以及类型,同时总结国内外合作组织发展的成功经验。第三章为杨凌发展农村合作经济组织的必要性,分析了杨凌发展合作组织所独自具有的优势以及发展合作组织的重要意义。第四章和第五章分别分析了杨凌农村合作经济组织发展的现状以及所面临的障碍。第六章分析了杨凌农村合作经济组织发展遵更多还原

【Abstract】 Organization innovation is the important source of economic growth. As another organization innovation after the family contracted responsibility system with remuneration linked to output, the rural cooperative economy organization is keeping to the point of solving a series of problems, such as adjusting agricultural structure, increasing farmer’s income and facing the challenge of entering into WTO. To study the development of the rural cooperative economy organization is of significance realizing the sustainable growth of our agriculture in the new stages.As the exclusive high-tech agriculture demonstration zone in China, YangLing has very important significance for the improvement of the agricultural technology, the digging of the agricultural developing potential and the holding of the developing direction. Depending on its particular location and brand predominance, it’s not only has the good foundation for the developing of the rural cooperative economy organization, but also has very important significance for the developing of the country in YangLing and China. YangLing rural cooperative economy organizations have developed rapidly in these years by the leading of the YangLing government .It has developed 19 cooperative organizations such as strawberry organization ,cow organization and vegetable organization ,which have nearly 2200 members, accounting for 11% of the agricultural labor force. These organizations have accelerated the agricultural economy and strengthen the risk resist ability .But because of its little influence, the farmers aren’t sure that they can get the beneficence from entering the organization and their enthusiasm is not very high.Because of these, on the one hand, the farmers want to get information, instructor and the other kinds of help from this organization; on the other hand, numbers of agricultural cooperative organizations don’t get the qualitative leap. Until now, they still did not have widely to promote, realizes an ideal scale and could provide the effective and comprehensively help to the farmer, practically safeguarded of the farmers benefit, promoted the countryside development.
