【摘要】 随着中央“一号文件”的贯彻落实和农村税费改革的深入，特别是“工业反哺农业，城市反哺农村”方针的实施，农业与农村工作形势发生了巨大变化。在新形势下，如何促进乡镇政府转型，满足社会主义新农村对社会管理与公共服务的需求，是摆在我们面前的一个重大课题。本文以马克思主义理论和党的十六届五中全会精神为指导，运用行政管理学相关理论和分析工具，提出构建服务型乡镇政府是当前农村社会经济发展的必然选择，而目前乡镇行政资源仍然存在不合理的配置，这成为乡镇政府转型的巨大阻力。在系统分析我国乡镇行政资源低效率配置的现状及其原因的基础上，本文尝试以服务型乡镇政府为视角重塑乡镇政府职能，并围绕职能的转变提出乡镇行政资源优化配置的思路与方法，以期能为促进新一轮乡镇机构改革，实现城乡经济社会的协调发展提供参考。更多还原

【Abstract】 As the implementation of the No 1 Paper and the further deepening of the rural fee-tax reform, especially with the policy of "industry re-feeding agriculture、 city re-feeding rural areas" carrying on, great change has taken place in agriculture and rural work. Under the new situation, it is a significant issue that how to accelerate the transformation of the township government and meet the need of social management and public service in socialist new rural areas. Guided by Marxism Theory and the spirits of the Fifth Plenary Session of the 16th Central Committee of the Communist Party of China (CPC), and employing the relevant theories and analytic tools of pubic administration study, the article points out that public services oriented township government is the inevitable choice for the economic and social development in rural areas. But there is still the irrational distribution in administration resources of township government, which is a huge resistance of the transformation of the township government. On the base of systematic analysis on low-efficiency reality and reasons of distribution of administration resources in township government, the article attempts to rebuild the township government function in the perspective of the public services oriented township government, and raises thoughts and methods of the rational distribution of administration resources in township government referring to the township government function adjustment. It is hoped to be a useful reference in promoting the new turn of the structural reform of township government and realize the coordinated economic and social development between urban and rural areas.更多还原
