【摘要】 改革开放以来，我国的民营企业取得了长足发展，在国民经济中的地位逐步上升，作用在不断增强。 然而，我国民营企业发展过程中也存在很多问题，集中表现出持续成长性差，迅速地崛起，迅速地衰落，不断上演着“创立、崛起、衰败”的三部曲。 为此，本文以民营企业可持续竞争力为研究对象，运用管理学和企业战略管理的基本知识，试图通过建立可持续竞争力的理论构架，帮助民营企业挖掘、培育内部的可持续竞争力要素，促进民营企业的可持续发展。 本文首先探讨了可持续竞争力的概念、特征和构成要素。认为可持续竞争力由四个要素构成，即一种资源(战略性资源)、三种能力(动态协调的组织能力、系统的规划能力以及持续的学习能力)。可持续竞争力的形成需要一定的外部条件，要经过评估、开发、创新三个阶段，同时，可持续竞争力是四个构成要素相互协调、有机整合的结果。 接着评估了我国民营企业培育可持续竞争力的条件和面临的障碍。认为民营企业培育可持续竞争力具有各级政府的积极扶持、市场经济体制的不断发展和完善、经济全球化等有利的外部条件因素。同时，民营企业也积累了一定的战略性资源，而且机制相对灵活、富有学习和创新精神，培育可持续竞争力的基础较好。但也面临着一定障碍。一方面民营企业面对来自个方面的非国民待遇，另一方面，民营企业自身也有缺陷，如缺乏一些重要的战略性资源、制度存在缺陷、管理系统混乱、缺乏战略思维和系统的战略规划、文化空白等。 因此，民营企业可持续竞争力的培育应该从内外入手。一方面，政府要在政策环境、服务环境、融资环境、社会环境等方面为民营企业培育可持续竞争力创造良好的外部环境。同时，民营企业也应通过营造战略性资源、制度创新和管理创新培育动态协调的组织能力、培育系统的规划能力、建设学习型组织来形成可持续竞争力。更多还原

【Abstract】 Since the opening-ups, mass-run enterprises have got substantial developments in our country. Taking more effect on domestic economy, they enjoy a higher and higher position.However, there are many problems in the developing of the mass-run enterprises, which show as the ineffectiveness in sustainable growth. The enterprises grow up quickly and die quickly. It is an endless trilogy, "creation—growth--death ".Therefore, this essay takes the sustainable competitive ability of the mass-run enterprises as a investigated subject. With the construction of the academic outline on sustainable competitive ability, the essay tries to help the mass-run enterprises find out and cultivate some essentials of domestic sustainable competitive ability, and enhances their persisting development.The essay probes the definition, the features and the elements of the sustainable competitive ability. It raises that there are four elements to construct the sustainable competitive ability, which are one resource (strategic resource), and three abilities (dynamically harmonious ability in organizing, systematic ability in programming, and sustainable ability in studying. ) The sustainable competitive ability is formed in some external conditions, and it has to experience three stages— evaluation, development, innovation.
