【摘要】 “人多地少”是我国的基本国情,小城镇在建设过程中走集约式发展道路是国情的客观需要。本文针对目前我国大部分小城镇在发展过程中出现的摊大求全、视国情于不顾,盲目占用耕地良田的现象进行了分析,并指出了造成小城镇土地利用大量问题滋生的最直接原因就是各级小城镇政府忽视了对建成区内部潜力的挖掘,而根本原因则是我国土地制度的不完善。为了说明小城镇建设用地潜力的大小并指出小城镇建设所需要土地的来源,本文首先以门头沟区城镇规划区(小城镇)的历年人口指标、国内生产总值、固定资产投资额为基础,以双因素预测法为依据,对该城镇规划区2005～2010年的用地需求规模进行了预测,算得预测值为734.016hm2;然后以城镇规划区2004年建设用地现状为基础,以《城市规划建设用地结构表》和《城市人均单项建设用地指标表》为依据,对门头沟区城镇规划区的建设用地潜力进行了评估,算得潜力值为842.950hm2,并根据门头沟区城镇规划区的实际情况制定了具体的潜力挖掘方案。本文最后通过以上两个数据的对比分析,得出了通过挖掘小城镇建成区内部潜力可以满足近期小城镇发展要求的结论,并从我国土地制度不完善的角度出发,为政府和相关土地管理部门提出了若干点完善我国土地制度以保障小城镇建设用地潜力得以充分挖掘的建议。更多还原

【Abstract】 Our country has a large population, but the land is limited. The intensive development of town is the desirability of the national conditions. This text analysis some phenomena of spreading to demand perfection, disregarding national conditions, taking up the cultivated land appearing in the evolution of mostly town, and points out the most direct reason that produces these land problems is different levels town governments overlooks to excavate the potentiality of establish district, and the essential reason is the faultiness of the land system of our country.In order to explain the size of the potentiality of town construction land and points out the land source of town construction, the article first forecasts the scale of area demand of town planning area between 2005-2010 which is based on past years population index, gross domestic products, fixed asset investment and depends on double factor forecast method, and the forecast value is about 728.616hm2. Then, the article evaluates the potentiality of construction land of Mentougou town planning area which is based on construction land actuality of Mentougou town planning area of 2004 and depends on structure form of urban planning construction land and index form of urban per capita individual construction land, calculates the size of the potentiality is about 842.950hm~2 and puts forward the method of how to efficiently excavate the potentiality which is according to the specific condition of town planning area of Mentougou district.Finally, the article compares with the two above datum, and draws a conclusion that the stock land can meet the needs of town development in the near future, and the article which proceeds from the point of view of the faultiness of land system of our country更多还原
