【摘要】 当前,随着我国经济的超高速增长,资源、环境更难以支撑当前这种高污染、高消耗、低效益生产方式的持续扩张,推行循环经济发展范式在我国极为迫切。而我国循环经济的理论研究多数强调如何在企业、生态工业园和社会三个层面上推行循环经济,对于如何在产业层面推动循环经济发展的研究基本没有,这大大限制了循环经济作为新的经济发展范式而产生的作用。因此,研究循环经济产业的理论与政策,对于将循环经济落实到产业层面,用循环经济理念指导产业发展具有重要的现实意义。由于自然驱动力和人为驱动力影响,生态农业、生态工业、生态服务业和固体废弃物资源化产业四大产业内部和产业之间存在着明显生态过程以及受生态过程控制的生态耦合键。要促进循环经济产业耦合,就必须对其进行科学合理的规划,而规划顺利实施的关键在于建立一整套保障循环经济产业发展的政策保障体系。笔者通过对循环经济理论的产生和发展进行系统的综述、归纳和回顾,结合国内外循环经济实践,构建了循环经济产业理论。在此基础上对循环经济产业内和产业间耦合进行系统的分析,总结出了多条循环经济产业内和产业间耦合关系链条。进而对我国循环经济产业发展进行总体和分产业规划,最后有针对性地提出了我国循环经济产业发展的政策保障体系。更多还原

【Abstract】 Currently, the amazingly fast growth of China’s economy has led to kind of continued expansion of high pollution, high consumption, low efficiency of production, which has gone beyond the sustainability of the current resources and environment. In this circumstance, it is extremely urgent to pus forward the circular economy development pattern. But the domestic theoretical researches of circular economy mostly focus on the promotion of circular economy at the level of enterprise, eco-industrial Park and society. There are few efforts into pushing forward circular economy at the level of industry, which to a great extent restrains its role as a new pattern of economic development. Therefore, the endeavors to explore theories and policies on circular economy industry is of great significance for carrying out the circular economy at the industrial level and for taking the circular economy theory as the guide of industrial development.As a Consequence of natural and man-made driving force, there exist obvious eco-process coupling keys and those controlled by eco-processes inside and among eco-agriculture, eco-industry, eco-services and the solid wastes recycling industry. In order to promote the circular economy industry coupling, a rational planning of circular economy industry is a necessity, whose key is to set up a policy guarantee system. The current dissertation conceives the circular economy industry theory by reviewing the origin and development of domestic and foreign circular economy theory and practices, on the basis of which the coupling inside the circular economy industry and among industries is systemically analyzed, and several circular economy industry coupling chains are put forward. Finally, the author makes an overall and sub-industry planning of domestic circular economy industry, and then comes up with a policy system to guarantee the development of circular economy industry in China.更多还原
