东方汽轮机厂技术创新若干问题研究

【摘要】 国有独资大型国企目前正处于向市场经济转型的过渡期，受体制和机制的约束，国企技术创新存在诸多问题。东方汽轮机厂属于典型的国有独资大型国企，对其技术创新工作研究具有很强的代表性。技术创新战略选择、技术创新组织结构、技术创新投入机制、技术创新人才机制、技术创新激励机制及技术创新能力诸问题事关国企的生存和发展，就具体大型国企而言，技术创新理论对这若干问题尚缺乏深入研究，因此，本论文的选题具有重大现实意义。 本文从理论和实证的角度对东方汽轮机厂技术创新战略、技术创新组织结构、技术创新机制及技术创新能力等若干问题进行了深入的研究，分析了历史演变和现状，通过大量理论和数据对比，找出了与国内外先进水平存在的差距和不足，并提出了切实可行的对策和改进措施。 本文通过对东汽厂外部环境和内部条件的分析研究，提出了适合东汽厂发展的“模仿创新和自主创新并重，广泛开展合作创新”、“三位一体”技术创新战略；设计出东汽厂“三级技术创新体系”及相应的组织结构和技术创新投入机制构架，阐述了高、中、低层次“三结合”型人才培养机制，完善适用的产权、企业激励机制和灵活多样的激励方法；本文还根据技术创新理论和相关统计数据并结合笔者多年的工作经验，提出了汽轮机行业技术创新产出综合能力计算模型，并据此对东汽厂技术创新能力进行了综合评价。更多还原

【Abstract】 The large state-owned enterprises are now in the transition period which come to market economy, There are many problems in the technological innovation because of restraint of system and mechanism. Dong Fang Steam Turbine Works is belonged to the typical large state-owned enterprise, It is of strong representative to research on the technological innovation job of Dong Fang steam Turbine Works. The several questions about technological innovation, such as technological innovation strategy choosing, technological innovation organization structure, technological innovation investment mechanism, technological innovation talent mechanism, technological innovation stimulation mechanism and technological innovation capability, are of great concern to the state-owned enterprises existence and development. There is still not mach more deep research for technological innovation theory on the several questions of the specific state-owned enterprise, therefore, The title choosing of this article is of important reality significance.This article deeply researches the several questions about technological innovation strategy, organization structure, mechanism and capability of Dong Fang steam Turbine Works from theory to concrete evidence, analyzes the history development and present status, finds out the spatial difference between Dong Fang steam Turbine Woks and domestic and foreign enterprises advanced standard through a large amount of comparing with theory and data, besides, puts forward the feasible solutions and improvements.Through studding the internal conditions and external environment of Dong Fang steam Works, This article puts forward "three portion getting together an integral" technological innovation strategy which is fits DFSTW development, The strategy is that imitating innovation and self-reliance innovation are same important, cooperation innovation is launched extensively. This article also designs "three stage technological innovation system" and it’s corresponding organization structure as well as the frame of technological innovation investment mechanism, expounds the talent training mechanism which connects high, middle, low levels training, the perfect and suitable stimulation mechanism of property rights and enterprise self along with the various stimulation methods.
