【摘要】 建设用地通常是指用于建造建筑物,构筑物及其使用范围的土地,它是社会和经济发展的基础,其利用水平的高低会给区域带来不同的经济、社会和环境效益。新疆虽然国土面积占到全国的六分之一,但由于受到水资源等条件的限制,可利用的土地面积相当有限,再加上随着新型工业化的推进、国家资源接替区建设步伐的加快以及新疆城镇化将进入加速发展的阶段,各项建设用地的发展速度会逐步加快,用地规模会迅速增大,建设用地的供需矛盾也将日益突显。而与此同时,存量建设用地利用水平粗放,利用效益低下。为了提高建设用地的集约利用水平,实现新疆土地资源的可持续利用,本文开展了新疆建设用地集约利用评价,以期在完善和充实建设用地集约利用基本理论的基础上,评价新疆建设用地集约利用状况,探索土地集约利用合理途径与保障措施,为土地利用规划修编工作提供依据和参考。本研究在汲取国内外先进的相关理论和研究方法的基础上,通过收集资料,建立评价指标体系,采用协调度模型和多因素综合评价法,对新疆建设用地进行集约利用现状评价、动态评价和各地区比较评价,得出,近几年新疆建设用地的利用状况呈较好的趋势发展,集约利用社会意识逐渐提高,但总体状况不好,利用现状处于不集约状态,开发潜力相当大;通过各地区建设用地集约利用比较评价,将集约利用程度分为四个级别,并得出了新疆大部分地区集约利用水平较低的结论,同时通过对主要制约因素的分析,揭示了问题的所在以及今后的发展方向。更多还原

【Abstract】 Build-up land is a type of land which always be used in construction. It is the foundation of the social and economic development, and the utilization level of build-up land will bring different economy, society and the environment performances for district. Although the national territory area of Xinjiang is 1/6 of the whole country, by the restriction of water resources, the area of the land that can be use is very limited. As the advancing of new industrialization, acceleration construction step of replace area of national resources, and the town of Xinjiang will enter to the stage of acceleration, the development speed of various build-up land will speed gradually, the scale will enlarge quickly, and the contradiction of supply and demand in build-up land will highlight increasingly as well. At the same time, build-up land that has been used is in low level, and the utilization benefit is low. In order to raise the utilization level of build-up land, and carry out sustainable utilization of land resource of Xinjiang, this paper evaluates the status of build-up land intensive utilization of Xinjiang, expecting in the foundation of enriching the basic theories, changing the status of extensive utilization, and supply reference with revising work of planning in land use.On the base of the advanced theories, research methods from home and abroad, this paper evaluates the status quo, changing and 15 station build-up land intensive utilization of Xinjiang by the way of collection information, sets up the indexes system. Draw a conclusion that, in recent years Xinjiang build-up land develop with a good tendency, and social consciousness of intensive use enhance gradually, but the overall condition is not good, the utilization status is not in the intensive condition, therefore the development potential is quite big; By the intensive use comparison appraisal of 15 region in Xinjiang, this paper divides the intensive utilization degree into four ranks, and concludes that the intensive use level of majority areas of Xinjiang is low, at the same time ,through analyzing the main restriction factors, this paper reveals main questions as well as the next development direction in Xinjiang’s build-up land utilization.更多还原
