【摘要】 小城镇的建设与发展是推进中国城镇化进程和建设社会主义新农村的重要力量。河南省地处中原，人口众多，历史文化悠久，有着独特的省情。大力发展小城镇对河南省实现中原崛起战略和经济社会的跨越式发展都有着非常重要的意义。 本文的研究思路是：首先对本文所分析的小城镇进行范围界定，分析小城镇发展的一般规律，然后对河南省小城镇发展中存在的问题进行深入分析，从城镇体系和小城镇政府体制两个方面找出制约小城镇发展的因素，进而在借鉴国外小城镇发展的成功经验的基础上探讨了促进河南省小城镇健康发展的对策和措施。 本文主体分为五大部分：第一部分介绍了小城镇发展的研究背景、研究目的、研究意义以及国内外研究现状，第二部分简要阐述了小城镇的概念、功能、作用及小城镇发展的一般规律；第三部分根据对河南省小城镇发展的现状的分析，指出了目前河南小城镇在集聚规模、基础设施、土地利用等方面发展的特点和存在的问题，其中重点分析了小城镇的人口聚集能力问题，接下来从城镇体系和小城镇政府体制两个方面分析了小城镇发展中的制约因素；第四部分从国外小城镇发展的实践中总结成功经验；第五部分在前面分析的基础上从六个方面提出了加快河南省小城镇发展的对策：完善城镇发展规划，加快政府职能转变，完善小城镇财政体制，深化投融资体制改革，进行土地制度创新，创建户籍管理制度新模式。更多还原

【Abstract】 Town development is a driving power to speed up the progress of Chinese urbanization and to improve the construction of new socialistic countries. Henan is an overpopulation, less land, long history, and special actual condition province, located in the central area of China. Developing small towns strongly have important meaning to the strategy of growing up of Central Plains, and to economic and social development healthily of Henan province.Textual research way of thinking: Firstly, the paper selects the exact concept and scope of small town, and discuss its developing rule. Secondly, it deeply analyzes the existing question of small town development in Henan, and finds some restricted factors from city system and management system of governments. Finally, on the basis of alien successful experiences of small town development, the paper will disscuss some countermeasures to promote Henan small town development.This paper is divided into five parts: The first part introduces the research background, the research purpose and reseach current situation of the small towns. The second part explains the concept, fuction and effect of the small towns, with its developing rule introduced. The third part analyzes the developing condition of small towns in Henan province, points out the character and existing question of Henan’s small towns, and puts emphases on analyzing population congregating capacity of small towns in Henan, then discusses four factors restricting small town development. The fourth part extracts successful experiences from alien small town construction and development. The fifth part put forward to countermeasures to promote Henan small town development from six aspects on the basis of analysis and evaluation.更多还原
