服务业国际转移：理论分析与政策研究

【摘要】 随着经济全球化的迅猛发展，世界各国经济的相互依存关系和国际分工发生了深刻的变化，但发达国家向发展中国家转移、传递产业，后进国家不断承接、调整产业的过程依然存在。二十世纪70、80年代以来，世界进入了产业转移的第二次浪潮——制造业的国际转移，外商对制造业的实际直接投资额占全部实际直接投资额的50％以上。我国作为一个发展中大国，成为众多发达国家转移制造业的目标地，经过几十年的承接和调整，我国制造业的国际竞争力大幅度提高，制造业内部结构正在不断地升级和优化。然而对劳动密集型产业承接的膨胀使我国逐渐成为“世界工厂”的同时，却在一定程度上阻碍了我国制造业的进一步提升。 20世纪90年代以来，世界经济发生了很大变化，服务业的迅速崛起与FDI带动了服务业的国际转移，世界掀起了服务业国际转移的浪潮。我国又一次被推到了时代的浪尖。在比较成功地承接了制造业国际转移之后，如何借鉴并总结我国制造业国际转移的经验，利用服务业国际转移的契机，有效承接服务业国际转移，进而优化服务业内部结构，加速产业升级已经成为一个有着重要理论与现实意义的研究课题。 本文借鉴前人对制造业国际转移理论的研究成果，根据目前服务业国际转移的现状，针对服务业不同于制造业的特点，对服务业国际转移的经济动因、转移方式和转移模式进行了深入的探讨和分析，并站在发展中国家的立场，运用数学知识，推导出我国服务业国际转移对移入国产生的经济效应，除此之外，还对我国服务业国际转移的现状进行总结，并提出了相应的政策建议。本文试图通过以上努力，对服务业国际转移理论的构建起到一定的借鉴作用，并能对我国积极应对服务业国际转移的政策建议提供相应的参考。更多还原

【Abstract】 With the rapid development of economic globalization, a great change has been happened in the relationship among countries and international division of labor. But the process that developed countries transfer their industries to developing countries, meanwhile, the developing countries introduce and adopt these industries still exists. Since 1970’s, world has entered into the second industry transfer tide that is manufacturing industry transfer. The actual direct investment is 50% or more of all actual direct investment. China, as a big developing country, becomes an ideal place of industry transfer from developed countries. Through decade of years’ industrial receiving and adjusting, the international competitiveness of our countries has risen substantially. The internal structure of manufacturing industry is continuously upgrading and optimizing. However, when the expansion of working-dense industries made China become a "world factory", the expansion also prevented China’s industrial promotion.Since 1990’s, the word economy has been deeply changed, the rapid development of service industry and FDI have driven the international transfer of service industries. At this critical time, China has to face the new situation. After the proper receiving of manufacturing industry transfer, how to summarize the experience and learn lessons from manufacturing industry is an important task to China. Besides, seizing the opportunity of service industry transfer to optimize the internal structure and accelerate industrial upgrading has become a realistic and significant research subject.This thesis using the research accomplishment of scholars on manufacturing industry transfer for reference, basing on the characteristic of service industry, analyzes economic reason, way and pattern of service industry transfer in detail. Besides, it uses mathematics formulas and derivates economic effect function. Finally, this thesis summarizes the situation of service industry transfer happened in our country and puts forward some related policy advice. Through the above effort, the author tries to give reference to the building of the theory system on service industry transfer and give some advices to the policy-makers.更多还原
