山东省危险废物管理现状与污染防治对策研究

【摘要】 随着科技的发展，进入二十一世纪，固体废物已成为世界关注的环境热点问题，危险废物由于具有致毒性、爆炸性、腐蚀性等特性，对环境存在着潜在的危害。长期以来，由于我国工业实行粗放经营，单位产品物料消耗高，危险废物产量大，对危险废物的管理和研究重视不够，造成的环境问题日益严重，固体废物的规范管理已成为当今改善环境、防治污染必须解决和研究探索的重要问题之一。 本文概括描述了国内外危险废物管理体系、法规特点及污染防治技术等方面的成功经验，在山东省危险废物现状调查的基础上，对山东省危险废物的产生、处置以及排放现状进行了分析，对比了各种医疗废物处置技术，研究了不同类型危险废物的污染防治方法，对山东省危险废物的管理对策进行了初步探索，结合山东省烟台资源再生加工示范区危险废物回收利用的现状，提出了具体的管理措施。综合山东省危险废物产生及处置情况，借鉴国内外危险废物治理的成功经验，依据国家关于危险废物的政策以及山东省规划目标，结合山东省危险废物管理、技术等方面存在的问题，在政策法规、管理制度、技术设施和配套机构、经济政策以及思想教育等方面提出了具体的对策与建议。体现了“从摇篮到坟墓”的全过程管理体系。为山东省危险废物的管理提供科学依据。 通过综合研究得出结论如下：山东省2003年度共产生危险废物611.9万吨，其中工业企业类单位产生危险废物610.1万吨，医疗卫生类单位产生危险废物1.1万吨，使用经营类单位产生危险废物0.7万吨。全省工业企业及使用经营类单位当年产生的危险废物共38类。通过对产生危险废物较多地市的统计结果分析和对产生危险废物的种类及产生危险废物的行业进行分析可知，目前山东省危险废物主要是以化工行业产生的危险废物为主，其产生量约占全省危险废物总量的50％以上。根据危险废物的产生及处置情况，从十一个方面提出具体的管理措施及建议。更多还原

【Abstract】 Nowadays the environment crisis of solid waste has become one of the greatest concerns for the whole world , among which dangerous chaste has become the key issue for management and prevention, because of its property of bombing, polluting, toxicity, continuance and potentional harm to environment. In China, industry management has been low for a long period, the consumption of per product is high, the number of dangerous waste is large, and the management and study of dangerous waste is not enough. The environment problem has become more and more serious. The canonical management of the hazardous waste has become one of the most important problems of improving environment, preventing pollution and investigation.This paper dealt with the international and domestic successful experience of management system, law character and countermeasures, on the basis of the thing that the hazardous waste current situation of Shandong is investigated , have analyzed the production of the hazardous waste in Shandong , current situation handled and discharging, handle technology, has studied the method of prevention and control of pollution of the different kinds of hazardous waste after comparing with various kinds of medical wastes, the countermeasure of control over hazardous waste in Shandong has explored tentatively , combine the resource regeneration of Yantai of Shandong and process the current situation that the hazardous waste in the demonstration area is recycled , have put forward concrete control measures. The comprehensive hazardous waste of Shandong is produced and disposal the situation , using the domestic and international successful experience of managing for reference , about the policy of the hazardous waste according to the country and Shandong objectives, combine the existing problems of the respect, such as hazardous waste management, technology in Shandong, etc, have put forward concrete countermeasure , suggestion in the respects , such as policies and regulations , management system , technological facility and related organization , economic policy and ideological education ,etc. They have reflected the whole course management system "from cradle to grave ".
