利用抽水蓄能电站的山东电网黑启动研究

【摘要】 近年来,国内外大面积停电事故时有发生,造成了巨大的社会影响和经济损失。大停电后,要求系统能够快速可靠的恢复,因此研究制定可靠的黑启动方案是十分必要的。 本文针对利用泰安抽水蓄能电站对济南地区主力电厂的黑启动问题进行了全面研究。在综合论述了黑启动研究的背景、意义、主要内容和国内外现状基础上,根据泰安抽水蓄能电站的实际情况,对其机组的黑启动进行了可行性论证;讨论了机组黑启动过程中的主要技术问题,提出了机组黑启动的开机条件和程序;利用PSCAD/EMTDC仿真软件按照黑启动步骤,逐步计算每启动一个元件是否有自励磁和谐振过电压发生,工频过电压、操作过电压能否控制在允许范围以内,并对启动厂用大容量电动机时对系统造成的影响作了详细模拟;计算分析黑启动过程中的潮流变化情况,提出了合理的运行方式;利用PSASP综合程序分析初步恢复后小系统的暂态稳定问题和小干扰稳定问题;利用POWERWORLD仿真软件验证了黑启动方案中系统的稳态特性,并对黑启动过程进行了图形化演示;编制了利用泰安抽水蓄能电站黑启动黄台电厂的现场试验方案,确定了试验涉及的范围及主要设备,给出了试验方式转换调度操作步骤,明确了试验过程、步骤,提出了试验中需要重点考察七个方面的问题;编制了利用泰安抽水蓄能电站黑启动济南黄台电厂的恢复预案,包括泰山变电站、济南变电站以及黄台电厂冷、热态黑启动实施方案。 上述成果为山东电网黑启动方案的制定提供依据,也为今后在实际电网中进行黑启动试验提供了参考。
【Abstract】 In recent years, large-scale blackouts happen occasionally around the world, causing enormous social impact and economic losses. After a blackout, power needs to be restored quickly and reliably. Therefore, it is necessary to develop the black start scheme for power system restoration.In this thesis, a black start scheme of Huangtai power plant in Jinan by Taian pumped-storage power plant is thoroughly studied. The background of the black start problem is introduced comprehensively. Based on the actual conditions, the feasibility of self-start for Taian pumped-storage power plant is studied. With the main technique problems be discussed, the proper qualification and procedure for black start of pumped-storage power plant are proposed. The process of black start is simulated with PACAD/EMTDC. The relative problem during black start including generator self-exciting, over-voltages and starting up electromotor with large capacity are studied in detail. Based on power flow calculation, rationality and reliability operation modes are given. The transient and small-signal stability problems of the power system restoration are analyzed with PSASP (power system analysis software package). The simulation results are verified and the whole black start process is demonstrated with POWERWORLD program. The filed-test and black start scheme of Huangtai power plant in Jinan started by the pumped-storage power plant in Taian are put forward in detail.Furthermore, the proposed methods and experimental data will play an important role in carrying on further field-test and developing a feasible black start scheme for Shandong power system.
