新公共行政观点下的民主行政

【摘要】 随着民主化趋势的进一步加强和人们对民主的进一步需求，主张“民主行政”、要求公共行政在政府治理过程中承担更多价值性追求的呼声逐渐成为一种趋势。“民主行政”模式日益受到人们的重视，民主与行政融合成为行政改革的必然。 新公共行政时期是真正将民主价值引入行政学的时期。本文以新公共行政的思想和观点为基础，综合运用行政学、政治学、法学、管理学等学科的基本原理，采用规范分析与实证分析相结合的分析方法，在对新公共行政思想进行梳理的前提下，对其民主行政观进行了提炼和概括，并通过与官僚行政、民主行政理论、黑堡宣言以及新公共管理和政府再造风潮的对比，理清了民主行政的历史和发展，充分肯定了新公共行政民主行政观的价值和意义。最后主张我国行政改革应该借鉴新公共行政民主行政观的思想，在价值选择上强化社会公平和民主行政的理念，推进我国民主行政的发展。全文共分为四个部分： 第一部分，首先探讨新公共行政产生的时代背景并对其思想和观点进行梳理，目的是探讨新公共行政民主行政观提出的社会大背景。本部分通过对新公共行政产生的社会背景、学术背景的分析，以两次明诺布鲁克会议为线索，结合相关代表人物的思想，对新公共行政的思想和观点进行了总结，为新公共行政民主行政观的提炼和概括做好铺垫。 第二部分，重点提炼和论述新公共行政民主行政观的内涵。本部分首先探讨了中外学者对“民主行政”的界定，然后以新公共行政思想和观点为基础对新公共行政民主行政观进行了概括和提炼。分别从新公共行政民主行政观的逻辑起点、核心内涵和组织基础三方面展开论述。对“公共”的界定是新公共行政民主行政观的逻辑起点；社会公平是新公共行政民主行政观的核心内涵；组织变革的思想为新公共行政民主行政观奠定了组织基础。 第三部分，从比较的视角探讨了新公共行政民主行政观由来与演变的历史。本部分首先从官僚行政与民主行政的冲突入手探讨了新公共行政民主行政观的由来，然后在与民主行政理论、黑堡宣言以及新公共管理和政府再造风潮的对比中，理清了民主行政的历史和发展，充分肯定了新公共行政民主行政观的价值和意义。 第四部分，主张以新公共行政民主行政观指导我国的行政改革实践。本部分着眼于更多还原

【Abstract】 With the reinforced trend of democratization and people’s further demand of democracy, it’s a trend to demand democratic administration and to require public administration to bear more value pursuit. The mode of "democratic administration" are attached more importance. The amalgamation of democracy and administration has become the certain trend of administration reform.The period of new public administration is the one which introduces the value of democracy to the science of administration really. The thesis bases on the thought and point of new public administration, synthetically employs the basic principles of administrative science, political science, law science and so on, adopts the method which combine normative analysis and empirical analysis, abstracts and generalizes the point of democratic administration. By the contrast of bureaucracy administration, democratic administration theory, Blacksburg Manifesto, the new pubic management and the reengineering government, the thesis clears up the history and development of democratic administration, adequately affirms the value and meaning of the democratic administration point in new public administration, protests that the administration reform in China should use the democratic administration point in new public administration for reference, intensifies the idea of social justice and democratic administration in the choice of value and advances the development of democratic administration in our country. The thesis comprises four parts:Part Ⅰ: first discusses the era background of new public administration and hackles its thoughts and points. The purpose is to discuss the whole social background of the democratic administration point in new public administration. This part summarizes the thoughts and points of new public administration, provides the basis for abstracting and generalizing the point in new public administration by analysing the social and science background of the produce of new public administration, choosing the twice Minnowbrook Conferences as clue and combining the thoughts of the correlative.Part Ⅱ: mainly abstracts and discusses the meaning of the democratic administration point in new public administration.
