农村专业技术协会的自主治理分析

【摘要】 农村专业技术协会是我国农村新型经济合作组织的重要组成部分，是一种以技术合作为主的专业经济合作组织，其特点是由农民自主组织、自主治理，在建立和发展的过程中始终坚持“民办、民管、共同受益”的原则，在我国农业和农村发展中发挥了重要的作用。随着我国新型农村经济合作组织的建立和发展，农村专业技术协会的治理问题成为了我国学术界研究的重点和热点，众多学者从各个不同的角度进行了大量深入而有见地的研究。本文在社会调查和文献分析的基础上，对发展较好的日照市许孟镇瓜菜协会的自主治理实践进行了分析和总结，以埃莉诺·奥斯特罗姆的自治组织理论为分析工具，结合制度主义经济学的有关理论对农村专业技术协会的生发机制、决策机制、激励机制、监督约束机制进行了分析，以期发掘农村专业技术协会发展成功的原因，探讨农村专业技术协会发展进程中的制度困境，并从政府和协会两个角度提出了突破困境的合理化建议。 具体说来，全文共分五个部分： 第一部分为导论，主要对农村专业技术协会和埃莉诺·奥斯特罗姆的自治组织理论进行了介绍，并在此基础上进一步阐述自治组织理论与农村专业技术协会在实践中的基本契合性，同时从总体上对日照市许孟镇瓜菜协会的基本情况进行了介绍，完成了对农村专业技术协会“是什么”的界定。 第二部分是日照市许孟镇瓜菜协会的生发机制分析。根据埃莉诺·奥斯特罗姆的自治组织理论，任何面临集体行动的相互依赖的一群人都需要解决三个问题：制度的供给、可信承诺和相互监督。本部分主要从协会生发的原动力、组织基础、外部推动三个方面对广大农户“为什么要求”、“为什么能够”组建和发展农村专业技术协会进行了分析，以期解决农村专业协会制度供给的问题。 第三部分是日照市许孟镇瓜菜协会的自主治理结构分析。这部分是本文的核心内容，主要从瓜菜协会的决策机制、激励机制、监督约束机制三个方面进行了论述，对农村专业技术协会“如何更好地进行治理”进行了分析，以期解决农村专业技术协会可信承诺和相互监督的问题。 第四部分是农村专业技术协会的发展困境及解决建议。本部分首先分析了当前农村专业技术协会组建和发展过程中的制度困境，并从政府及其相关部门和农村专业技术协更多还原

【Abstract】 Fanner Specialized Technological Institute is a kind of specialized cooperative organization which is centered on technologic cooperation and characterized by fanner autonomous organization and autonomous management as well as by insisting on the principle of "peasant-founded, peasant-management and mutual beneficiary in the process". It is an important part of new rural cooperative economic organization, and plays a vital role in the development of agriculture and rural area. With the establishment and development of new rural cooperative economic organization in our country, the management of Farmer Specialized Technological Institute is becoming popular and important in the studying field. Many scholars have made a lot of deep and insightful researches from different views and perspectives. On the basis of social surveys and literature, the paper analyses, the paper makes a conclusion on the practice of the autonomous management of the melon and vegetable association of Xumeng county in Rizhao, which develops very well in rural area, and analyzes generative mechanism, deciding mechanism, impelling mechanism, supervising and controlling mechanism of Specialized Technological Institute with Elinor Ostrom’s theory of self-organization as well as the theory of New Institutional Economics Meanwhile, it explores the success of Farmer Specialized Technological Institute’s development, probes into the dilemma in system—predicament in the process of Fanner Specialized Technological Institute’s development, and gives some reasonable suggestions on breaking out of the dilemma.In a detail, there are several parts in the paper.PartI is the introduction, it mainly introduce Fanner Specialized Technological Institute and Elinor Ostrom’s theory of self-organization. On the basis of these, it further discusses the basic correspondence between the theory of self-organization and Farmer Specialized Technological Institute in practice.
