完善企业内部培训体系推动学习型组织的建设

【摘要】 创建学习型组织是组织发展的必由之路，随着经济全球化发展趋势的加速，世界科技突飞猛进，人类社会已跨入知识经济时代，知识对经济发展的重要性更加凸现，人力资本理论得到前所未有的重视和实践，以创造性人才为核心的智力资源成为各国企业竞争的焦点。因此，如何提高全员的整体素质、怎样培养大批的优秀人才成为所有企业关注的重点，学习型组织理论正成为各种社会组织的管理者衷心向往的组织发展模式，风靡于世界。尤其是江泽民同志在十六大报告中提出“构筑终身教育体系，创建学习型社会”的号召之后，国内各界掀起了理论研究与实践探索的高潮，“学习型组织”已成为未来企业发展的必然趋势。 美国麻省理工学院教授彼得·圣吉博士在他被管理界奉为管理圣经的《第五项修炼一学习型组织的艺术与实务》中说过：未来唯一持久的竞争优势就是有能力比你的竞争对手学得更快，而最成功的企业也将是“学习型组织”。可见学习型组织对企业生存发展的重要性。 到底什么是学习型组织?企业必须成为学习型组织的理由与深远意义又是什么呢?企业怎样才能成为学习型组织?或许只有为数不多的“智能型组织”方能正确理解其含义并有效实行之。 对于拥有13590多名员工、正处于股份制改革转型关键时期的中国工商银行内蒙古分行，加强人才队伍建设更显得尤为必要。如何建立起一套成熟完善、科学高效的培训体系与运作机制，把工商银行打造成真正的“学习型银行”，是我们每一位企业内部教育培训工作者必须认真思考与积极探索的课题。 本文试就以上问题，从中国工商银行内蒙古分行员工队伍现状、培训工作开展情况、取得的成绩、存在的问题及解决对策入手，开展调研、分析、论证。更多还原

【Abstract】 Setting up studying organization is a necessary way for organization to developAlong with the trend of development of the economic globalization, world science and technology advances by leaps and bounds, the society of the mankind has already acrossed into the age of knowledge-based economy and knowledge is more and more important for economic development. The manpower capital theories gets the unprecedented value and fulfillments, the main competition of all business enterprises is to obtain the intelligence resources with the core of talented person. Therefore, all the business enterprises concern about how to raise the employee’s character and how to develop the large quantity of elitist. So the governors of the organization hope their organization become the studying organization. Especially after the President Jiang Zeming has put forward" constructing the lifelong education system, establishing the studying society" in his reports, Local public brought about the high tide of theories research and practice quest. The studying organization has become inevitable trend for the business enterprises’ development in the future.Professor Peter Saint says in one of his famous books, which is regarded as Holy Bible among the management field , the only competitive advantage in the future is that you can learn sooner than your rival, and the most successful business enterprise also will be the studying organization. Thus it is clear that the studying organization is very important to the development of the business enterprise.What is the studying organization? What is reason and profound meaning for the business enterprise to be the studying organization? How does the business enterprise become the studying organization? Perhaps only some of "the intelligent organization" can comprehend its meaning and practice it effectively.It is necessary for Industrial and Commercial Bank of China, Inner Mongolia Branch to strengthen the development of elitist, for it has more than 13590 employees and it is just placed in the key period of the reform.
