【摘要】 随着科学技术的发展以及产业结构的变化，许多新兴部门对高层次专门人才的需求难以得到满足，而一些传统的工业部门却由于产业结构升级而排挤出大量的劳动力，继而使其成为失业者，为此，当前世界各国政府普遍对失业者进行再就业培训，通过再就业培训可以使他们掌握新的技术和技能，提高失业者的再就业能力，以适应经济新特点的需要，从而能够缓解本国家或地区的结构性失业程度。 本文回顾了战后西方再就业培训战略的演变过程，总结发达国家实施再就业培训的典型方式，同时借鉴中国某些城市开展再就业培训的成功做法，并结合内蒙古自治区实施再就业培训的实际，针对现阶段内蒙古自治区再就业培训存在的市场化、社会化程度不高，培训方式简单、培训层次较低，培训工作的流程有待完善，下岗失业人员参与再就业培训的积极性和主动性不强，以及再就业培训经费难落实等问题，提出了内蒙古自治区今后开展再就业培训的总体思路：大力发展经济；提高再就业培训的市场化、社会化程度；完善培训工作流程的每个环节；加强社区就业培训和创业培训，并实施分类培训，促进下岗失业人员尽快再就业。更多还原

【Abstract】 With the development of technology and the change of the structure of industry, the demand for many talents is not met for many developing departments, while a large number of workforces are squeezed by some traditional industrial departments because of the industrial structure being upgraded, then they become unemployed soon. So at present the governments all over the world supply reemployment training for the unemployed. Reemployment training make the unemployed master new techniques and skills and improve the ability to reemploy to meet the needs of the new economy and make the intensity of structural unemployment in the country or area relieved.The thesis reviews the development course of the western countries’ reemployment training since the World War II, summarizes the typical ways of reemployment training implemented by the developed countries and draws lessons from the successful methods of reemployment training carried out by some cities in China. Considering the current problems of reemployment training implemented by Inner Mongolia which lie in the poor level of marketization and socialization of reemployment training, the simple ways of training and the poor training level,更多还原
