高速公路运输统计研究

【摘要】 我国高速公路的快速发展，在促进国家社会经济发展、引导区域产业布局与人口分布，完善城镇体系发展中发挥了重要的作用。随着国家高速公路网的规划出台，我国的高速公路酝酿着更大规模的发展计划。可以预见，高速公路将在国家、社会的发展中发挥着越来越重要的作用。但与高速公路快速发展所对应的是，我国高速公路的运输产出统计却一直落后于实践发展的需要。高速公路运输产出数据的缺乏给高速公路规划、建设、运营与管理带来了诸多的困难，影响了全社会高速公路整体效益的发挥及综合运输体系的建设。 高速公路运输统计是以社会经济统计学、抽样调查、交通运输等学科知识为基础，结合高速公路的运营管理实践，对我国高速公路运输产出统计的一种方法应用。其研究重点在于设计适合于我国高速公路运营管理实践的运输产出统计方法体系，对高速公路运输产出进行总量上的统计和内部特性的分析，以获得高速公路运输产出的基本数据，为高速公路及综合交通运输体系的健康发展提供数据支撑，满足国民经济管理的基础数据需求。 本文在运输统计方法的探讨研究过程中，首先对相关理论研究与实践进行了系统的理论梳理与回顾，为方法的设计提供理论依据与实践借鉴，在此基础上，对高速公路运输统计的相关基本问题做出界定与论述，并设计高速公路运输统计的指标体系，为高速公路运输统计方法的设计提供良好的研究平台。在方法的设计中，针对货物运输与旅客运输的不同生产特征，对货物运输统计方法与旅客运输统计方法分别展开论述，充分考虑方法操作过程中的诸多影响因素，使得方法更具针对性和可操作性。在论文的最后，通过选取我国具有代表性的高速公路的运输统计实例应用，以保证运输统计方法的科学性与可操作性。更多还原

【Abstract】 The fast development of China’s expressway has played an important role in promoting social economy, leading industry distribution and population distribution and consummating urban system. With the publication of the plan of national expressway network, there will be a bigger plan of China’s expressway development. Thus it is anticipated that expressway will play a more important role in China. However while expressway is developing at a rapid speed, transportation output statistics of China’s expressway has been falling behind the practice. The lack of statistical data of the expressway transportation output has made a lot of difficulties in planning, constructing, operating and managing the China’s expressway, therefore has an influence on the whole benefit of China’s expressway.Expressway transportation statistics is based on social economic statistics, sample survey and transportation, and combined with the managing practice of expressway. It is an application of transportation output statistics of China’s expressway. It focuses on designing a statistical system of transportation output, which is suitable for China’s practice in the management of expressway. This system will get the basic data of expressway transport production through the general statistics and the internal characteristic analysis of expressway transportation output, thus can provide the data support for the healthy development of expressway and comprehensive transport system in China.During the process of researching on transportation statistics, this article firstly coordinates and reviews some relative theories and practice to provide a basis for the design of a new statistical system. Then this article makes some definition and discussion of the basic problems in expressway transportation statistics, and puts forward an index system of expressway transportation statistics, providing a good researching platform for the expressway transportation statistical system. In the system design, this article takes respective discussion of freight transportationin statistics and passenger transportation statistics, because of the different production characters of these two. Since this article has taken a full consideration of the influence factors, this method is more operational. At last, this article picks up some typical practical cases in expressway transportation statistics, to guarantee the scientificity and manipulatility of this transportation statistical system.更多还原
