【摘要】 作为旅游产业核心要素的旅游景区,现阶段却是我国旅游产业发展中的薄弱环节。长期以来,由于旅游景区体制复杂、政出多门的管理格局,加之普遍存在的区位制约、基础设施薄弱、资金投入不足和人才匮乏的问题,使得我国旅游景区的专业化经营水平低,市场经济适应性差,可持续发展后劲不足,难以适应社会主义市场经济体制改革和旅游产业发展的趋势,难以满足地方经济社会发展的要求和人们日益增长的物质文化生活需求。解决旅游景区管理和发展问题的首要任务是理顺体制、活化机制,创新符合市场经济要求、有利于景区长远发展的景区经营管理模式。本文从介绍股份制基本理论入手,对我国旅游企业股份制改造的基本情况和成效进行了详细论述,接着探讨了我国旅游景区经营管理现状及存在问题,即管理体制方面、产权方面、责权方面、资金方面存在的弊端,指出进行股份制改造,实行股份制企业经营,是解决上述问题的一种比较好的途径;然后详细分析了我国旅游景区股份制改造的可行性,即旅游景区进行股份制改造的目的、具备的条件和障碍,在此基础上构建了我国旅游景区股份制改造的主要模式,列举出有代表性的景区股份制改造实例,立足于模式的现状,着眼于景区的可持续发展,分析其利弊,最后对我国旅游景区股份制改造过程中需注意的问题提出了五点看法。更多还原

【Abstract】 As the core essential factor, the tourism district is actually the weak link in traveling industry in our county at the present stage. Since long time ago, because of the complexed system ,the managerial policies coming out from varies departments, the common exist questions such as the position restriction is universal existing, the infrastructure is weak, the fund investment is insufficient and the talented person is deficient of the tourism district, causes the level of specialized management of the tourist attraction in our country become low, the compatibility for market economy become worse, and the potential sustainable growth become insufficient, which are hard to adapt for the reform of socialist market economy organizational and satisfy the request for developing in the area economic society and people demanding for material culture which grows day by day. The most important task for solution the problem of management and development in the tourist attraction is straightens the system activation the mechanism, innovating the managerial pattern that conforms to the requirement of the market economy and benefit for the long term development.Introducing the elementary theory, and practicing in traveling industry of joint stock system,and analizing the managerial situation and problems which exist in the aspects of managerial system , the property right ,the responsibility right and the fund, this article point out carrying on the joint stock system transformation, implementing stock enterprise management is one quite good way for dealing with the above questions. Then elaborating the feasibility of joint stock system transformation, namely the goal , condition and the barrier in it , and above this ,paying more attention to analyze the main pattern of it, enumerating the representative example, baseing on the present pattern, focusing on the sustainable development in the tourist attraction, analyzing its advantages, finally proposing five views on the question which must pay attention to in process of transformation the joint stock system in the tourism district.更多还原
