【摘要】 中国已经从战略的高度提出未来政府发展的方向是构建服务型政府,将政府职能逐步转变到经济调节、市场监管、公共服务和社会管理上来。构建服务型政府的一个重要内容是创新地方政府公共事业运作模式,提高地方政府供给公共服务的绩效水平。这就要求重新探索政府与市场这两种机制在公共事业领域的作用边界,建立两种机制良性合作的制度系统,在市场导向的改革框架下构建一个科学合理的公共事业市场运作模式。这一模式的构建是一个非常庞大的工程,涉及的内容非常广泛,本文只尝试从治理理论的视角对这一问题进行初步的探讨。本文首先提出公共事业领域存在三种运作模式:传统的政府垄断经营模式、市场运作模式以及社会自组织运作模式,并对本文探讨的主题——公共事业市场运作模式从本质、特征及构成等方面进行了较为详细的分析。第二章对本文的理论工具——治理理论进行了分析,并阐述了治理理论对公共事业市场运作模式构建研究所提供的理论支撑。通过对地方政府公共事业传统运作模式的理论预设以及形成背景的分析,本文剖析了中国公共事业领域传统的政府垄断经营模式的合理性和局限性,并认为新的公共事业市场运作模式的构建应该是对传统管理模式的合理扬弃,继承传统模式的合理成分并逐步消除其弊端。最后,在治理理论的引导下本文提出了构建地方政府公共事业市场运作模式的主要途径:树立科学的地方政府公共事业市场运作理念,健全地方政府公共事业多元主体投融资体制,创新地方政府公共事业市场运作监管体制以及建立地方政府公共事业市场运作绩效评价机制。在治理视野中研究地方政府公共事业市场运作模式不仅拓展了公共事业研究的领域,具有重大的理论价值,同时对推进中国地方政府管理模式创新具有重要的实践价值。更多还原

【Abstract】 It has been proposed that the developing aim of the future government is to build a service-orientated government whose function should be transferred to economic regulation, market supervision, public service and social administration. One important part of the content of building the service-orientated government is to innovate the operation mode of local governments’public utility and improve the public service. Thus, it is necessary to explore the working margin on the public utility of the two mechanisms: the government and the market, which should be positively cooperating, in the hope of setting up a scientific and reasonable market-based operating mode of public utility. To build up this mode is a big project, which should concern lots of work. This dissertation just tries to make a preliminary research from the angle of governance theory.First, this dissertation raises the three operation modes of public utility: the traditional government-monopolizing mode, market-based operating mode and social self-organizing mode, and gives detailed analysis on the theme of this paper——the market-based operating mode of public utility from the aspects of essence, characteristics and formation. Then, the author analyzes governance theory applied in this paper, and discusses its theoretic support to the research of market-based operating mode. Through the analysis of the theoretic presupposition and forming background of the traditional operation mode of local governments’public utility, this paper dissects the reasonableness and disadvantages of our country’s traditional government- monopolizing mode of public utility. What’s more, it holds that the construction of market-based operating mode of public utility should pick and choose reasonableness from the traditional operation mode, and get rid of the malpractice gradually. At last, based on the governance theory, this dissertation puts forward the main methods to construct the market-based operating mode of local governments’public utility: set up the scientific concept of market-based operating of public utility, perfect the multi-subjects investing and financing system of public utility, innovate the supervising system of market-based operating of public utility, and build up the performance evaluation mechanism of the market-based operating of public utility.To research the market-based operating mode of local governments’public utility from the angle of governance theory not only broaden the research field of public utility which has magnificent theoretic value, but also pushes forward the innovation of local governments’administration mode which has important practicing value.更多还原
