【摘要】 20世纪50年代以来,世界经济经历了多次的全球性产业大转移。国际产业转移作为国际舞台上的典型现象以及当代和今后国际经济关系演进的长期趋势,成为了各国关注的焦点。进入20世纪90年代后,经济全球化使得国际间产业结构调整的速度加快,出现了劳动密集型产业与资本密集型产业、技术密集型产业转移的同时进行。随着我国经济的迅速发展和对外开放的扩大,当代国际产业转移对我国经济发展的影响也将进一步加深。所以,掌握当代国际产业转移的特点和趋势,认清国际产业转移给我国带来的机遇和挑战,主动、合理、有选择地利用国际产业转移,提高我国产业竞争力与促进产业结构升级,就显得尤为重要。本文首先介绍了国际产业转移的内涵、形式、规律及理论依据。然后,回顾了国际产业转移的发展历程,重点分析了当代国际产业转移的特点,如:结构高级化、跨国公司为活动主体、服务业为热点领域、业务外包为主要方式以及产业链整体转移等,并简要分析了其产生的动因。接着从机遇与挑战的角度,先分析了当代国际产业转移为我国就业率的提高、产业结构与技术构成的提升以及对外贸易的发展所带来的机遇;接着又探讨了其可能使我国面临处于产业价值链低端、技术停滞不前、资源损耗以及生态环境恶化等挑战。在此基础上,本文最后提出了我国应对当代国际产业转移的基本思路及对策,即在把握当代国际产业转移特点和趋势的基础上,结合我国所具有的综合优势,从政府政策把关,合理引导国际产业转入,到培育我国的自主技术创新能力和体系建设,再到促进服务业的发展以及适时适度开展产业转移加以应对。更多还原

【Abstract】 Since the middle of the 20th century, our economy has experienced the global industry transfer several times. As the typical phenomenon in the international scene and the long-term evolution trend of contemporary and the next international economy relations, the international industrial transfer (IIT) has become the focal attention point of various countries. After entering the 1990s, the globalization speeded up the adjustment of the international industrial structure, and there appeared the transfer of the labor-intensive industry together with the transfer of the capital-intensity industry and the technology-intensive industry. Along with the rapid development of our economy and the expansion of the degree we open to the outside world, the influence the contemporary IIT brought to the economy development of our country has also deepened. Therefore, it appears to be especially important for us to grasp the new tendencies of the IIT, to clearly recognize the opportunities and the challenges the IIT bringing to our country, and initiatively, reasonably, selectively to take advantage of the IIT, so as to enhance the competitive power our industry and to promote the industrial structure.At first, this assay has introduced the connotation, the form, the rule obtains and the theoretical basis of the IIT. Then it has reviewed the processes of the IIT, and taking the contemporary IIT as the focal point, analyzed the new tendencies of the IIT, for example: structural gradation, the multinational corporation as the main active body, service industry as the hot domain, the out-sourcing as the fundamental mode, as well as the whole transfer of the industrial chain, together analyzed the causes briefly. And next, from the angle of opportunities and the challenges, this assay has analyzed the opportunities the contemporary IIT for us, like increasing employment rate, upgrading the industrial structure and the technical constitution, as well as promoting the development of foreign trade. It goes on with discussing the possible challenges the contemporary IIT for us, like causing our country to stay at the low part in the industrial value chain, the technology bogging down, resources losing, ecological environment worsening, and so on. Bases on the above analysis, this assay at last has proposed some counter-measures to the contemporary IIT.
