我国商业银行表外业务发展探析

【摘要】 随着中国加入WTO过渡期的逐渐结束,外资银行进入中国金融市场的速度不断加快,与中资银行展开了全方位的竞争与合作。同时,国内资本市场不断发展和完善,利率市场化改革正在稳步推进,使得传统存贷业务的盈利空间进一步受到挤压,利差收入处于“微利时代”。我国商业银行靠传统的存贷业务,已难以与外资银行竞争,必须开辟新的利润来源。面对内忧外患,我国商业银行须积极寻求新的效益增长点,而大力发展表外业务正成为其重要举措。目前,我国商业银行表外业务尚处于起步阶段,虽然近几年发展较快,但仍与发达国家存在较大差距。对国内外商业银行表外业务进行深层次、多角度的比较和分析后我们可以发现:国内外商业银行表外业务从发展环境、发展程度及发展趋势方面都呈现出很大不同。长期以来,表外业务在我国被视为辅助性业务,表外业务发展缺乏科学的规划和战略指导,经营效益不明显,表外业务创造的效益功能被忽视,再加上经营机制、管理体制等各种主观、客观因素的影响,我国商业银行表外业务发展缺乏足够的外在压力和内部动力,发展速度较慢,层次低,效益差,近期内还很难达到国外商业银行的水平。因此,在当前,我国商业银行应当根据自身发展要求和目标,逐步改善表外业务发展的外部环境,加强商业银行自身的建设,同时结合内外部经营环境的变化和完善情况,有所为,有所不为,坚持“周密规划、分区域、分阶段、有重点、循序渐进”的原则,制定科学和切实可行的表外业务发展策略,推进表外业务的跨越式发展。
【Abstract】 China has been one of the WTO members for more than 4 years, at the ending of transition, more and more foreign banks stretch its branches in China, compete and collaborate with the banks of host. At the meanwhile, with the development of capital market and the processing of rate-market reform, the space of commercial banks’profits which come from its traditional business is becoming small and small. Now, there are no advantages for domestic commercial banks to compete with the foreign banks, because their profits mainly come from deposit-load business in the past. In this situation, the domestic commercial banks have to look for new profit originations. Being confronted with this double crisis, China’s commercial banks have to seek a new profit origination, it is the OBSA.At present, the OBSA of our country’s commercial banks is on the beginning, though it developed fast in the last few years, there are big gaps between the domestic commercial banks and the foreign ones. We can found that there are large differences in the OBSA development circumstance, development degree and development trend between China’s commercial banks and foreign ones under the compares and analysis from different aspects and deeply. In the past, OBSA had been seen as the assistant business, the OBSA development lacks of scientific plans and strategic guidance. It causes slow management benefit, and its function was neglected. Meanwhile, due to the management mechanisms and systems as well as the other subjective and objective effects, the OBSA development in China’s commercial banks lacks of enough outside pressures and inside drives. They developed slow and in low levels, as well as low profits, so it is difficult for China’s commercial banks to catch up with the foreign ones in a short time.Currently, China’s commercial banks should improve the outside circumstances and its outside buildings gradually, with the perfect and progress of inside and outside circumstances, have something to do and not to do, insist the principles of“planning strictly, promoting regional, going step by step and having emphases”, constitute scientific and feasible strategies of OBSA development and promote the jumpy development of OBSA, all of these should be based on themselves’development requirements and aims.
