【摘要】 我国人均土地资源短缺，利用效益较低，而县域土地资源利用位于最关键的层次，如何准确、科学、客观地评价县域土地利用效益，节约、集约、高效利用土地资源，实现土地可持续利用，已成为目前亟待研究的一个重要课题。双流县位于特大城市城乡结合部，是四川省经济最发达县（区）之一，耕地保护和建设用地需求之间的矛盾尤为突出。以双流县为研究对象，开展县域土地利用效益评价研究，提出集约高效利用土地资源的对策和措施，不仅有助于提高双流县土地集约利用水平，进一步促进县域经济的持续快速发展，而且对经济发达县区土地集约利用程度和土地利用效益的提高也有一定的借鉴作用。 本文结合双流县土地利用的实际情况，从投入强度、产出效益、产业结构三个子系统共选取14个指标构建双流县土地利用经济效益评价指标体系，运用层次分析法和熵权法相结合确定权重，科学分析评价了双流县土地利用经济效益及其主要影响因素，分别选取5个代表性、典型性指标分析评价了土地利用的生态效益和社会效益，提出了集约利用土地资源，提高土地利用效益的对策措施及建议。研究结果为： （1）双流县土地利用经济效益评价指标体系由投入强度、产出效益、产业结构三个子系统共14个指标构成。其中具有区域优势的指标有单位面积基本建设投资、单位面积房地产投资、单位面积交通运输仓储业增加值、单位面积批发零售业及餐饮业增加值、单位面积金融保险业增加值、建筑业对GDP贡献率等6个指标。 （2）双流县土地利用经济效益以增长率递增的态势上升，分值变化幅度较大，在0.1380～0.3511之间；单位面积基本建设投资X₁、单位面积粮食总产值X₁₀、工业对GDP贡献率X₁₂、第三产业对GDP贡献率X₁₄为土地利用经济效益的主要影响因素，且均与经济效益呈正相关，影响程度大小依次为：X₁₂＞X₁₄＞X₁＞X₁₀。双流县与全国部分经济发达百强县（区、市）相比，单位面积投入强度较小，土地产出效益不高，集约利用程度较低，特别是工业和第三产业用地集约程度不高，集约利用潜力较大。为此双流县应进一步优化产业结构，集约高效利用工业和第三产业用地，提高单位土地面积产值。 （3）双流县土地利用生态效益和社会效益整体呈增长趋势，评价分值分别在0.234～0.662、0.1151～0.7081之间。土地利用效益协调度在研究期间稳步上升，经历了三个阶段，每个阶段的经济发展速度均快于生态建设、社会进步，2002-2004期更多还原

【Abstract】 China is short in per land resource and the land use efficiency is low. The county land utilization is the most essential level. Therefore, how to appraise the county territory land utilization benefits in an accurate, scientific and objective way and how to save and use land resource by the intensive and highly effective methods to realize the sustainable land use has become an important topic which at present urgently awaiting to study. Located in the joined areas of town and countryside in the super city, Shuangliu County is one of the most developed counties (areas) of Sichuan Province. The conflict between farmland protection and construction land need is outstanding. Therefore, taking Shuangliu County as the object, the research of the county land utilization benefits appraisal, proposing the intensive highly effective land use countermeasures and measures, not only is helpful to raise the Shuangliu County land intensive use level, further promoting the county territory economy to develop continuously and rapidly, but also has some use for reference for the enhancement of land utilization intensive degree and the land use benefit of developed counties.Linking the actual situation of the Shuangliu County land use the article selected 14 indexes from the three subsystems of investment intensity, output benefit and industrial structures to construct the Shuangliu County land utilization economic benefit appraisal system and analysis the land utilization economic efficiency and its major effect factors. By selecting 5 typical indexes to appraise the ecological benefit the social one the writer putted forward the countermeasures and suggestions to enhance the land utilization benefits.
