【摘要】 2003年春夏期间的一场“非典”给中国新闻发言人制度的建立与完善提供了一个不可多得的契机,而“新闻发言人制度”理论研究的兴起也始于2003年。本论文即在传播学的视野中,通过对2003-2005年中国新闻发言人制度实施状况的研究,试图指出实践中存在的一些弊端并对今后的发展提出可行性意见和建议。目前我国“新闻发言人制度”研究时间尚短,成果也有限,且都是一些基础性的论证该研究领域成立的草创之作。本论文并不侧重于学理性辨析,而密切联系中国新闻发言人制度的实践过程进行深入的个案分析,本文选取了三个论题:2004年中国新闻发言人制度之调查研究,新闻发布与政府公共危机传播,新闻发布会的媒介表现。在新闻发言人制度这一全新的研究领域中,作者采取务实态度追踪操作层面的问题,借助于扎实的数据调查统计和细致的话语文本分析,勾勒出2003-2005年我国新闻发言人制度发展的总体轮廓。在对新闻发言人制度的现实做出评估的基础上,作者还进行了独立的思考,这对于从事新闻发布工作和理论研究的人都将会有所助益。相对于错综复杂的新闻发布实践工作,本文的考察仅是一次粗浅的尝试,难免挂一漏万,只能在今后的研究中加以改进。更多还原

【Abstract】 SARS , which erupted in the spring and summer of 2003, gave a big chance to the establishment and development of the regulations of the news officer in china. The study of the regulations also has made a great progress from 2003. This thesis describes the practice which abided by the regulations in 2003-2005 on the perspective of communication study. It also points out some problems in practice and tries to work out a series of feasible suggestions.The study of the regulations of the news officer, established only few years, is still in the state of beginning and gets some breakthroughs. Contrary to the study major in the pure theory, this paper chooses three topics to case analysis: the investigation of practice of the regulations in 2004, news conference and government public communication in crisis, media behavior in news conference. The author stands the practical status, collects a great deal of data in details and analyzes the texts of the news conference. The paper not only outlines and values the development of the regulations in 2003-2005, but also talks about the future of the regulations deeply.The observation of this paper is only a rough attempt, which still has a lot of deficiencies to be improved during the relevant research in the future.更多还原
