公路工程项目风险管理研究

【摘要】 公路工程项目是在复杂的自然和社会环境中进行的,是一个建设周期长、投资多、技术要求高、内部结构复杂、外部联系广泛的建设施工过程。在该过程中,不确定因素大量存在,并不断变化,由此产生的风险常常影响工程项目的顺利实施。公路工程项目存在很多风险,这些风险如果不能给予重视或处理不当,将给公路工程业主和施工单位带来巨大的损失。因此,风险是公路工程项目成败的一个重要因素,为避免或减少业主和施工单位的损失,有必要对公路工程项目进行风险管理研究。 本文以公路工程项目风险管理为研究对象,详细研究了公路工程项目风险管理整个过程的各个部分内容,包括风险形成因素分析、风险评价、风险防范对策。在公路工程项目风险形成因素分析中,本文简单介绍了公路工程项目建设的特点,详细分析了公路工程项目五个影响因素。在公路工程项目风险评价中,本文简单对工程项目评价方法作了简单的介绍,建立了项目风险评价指标体系,给出了多层次模糊综合评价模型。在公路工程项目风险防范对策中,本文重点提出了在工期管理、费用管理、质量管理等5个方面进行风险防范。最后,本文结合丹海高速公路建设施工的实际情况,运用模糊综合评价方法对该工程线路方案进行选择,并给出了风险防范和改善的措施。
【Abstract】 The road engineering project is carries on in the complex nature and the social environment, it is a long construction cycle、 need more invests、 requests much technology, the internal structure of it is complicated, it is also a construction process with widespread external relations. In this process, it has massive existences unsure factors, and would be changed; the risk from it frequently affects the engineering project’s implementation. The road engineering project has many risks, if these risks can’t be handle well, the owner and constructor will suffer enormous losses. Therefore, the risk is an important factor will lead the road engineering project to success or failure, in order to avoid or to reduce the owner’s and constructor’s loss, it is necessary to study road engineering project risk management.This paper considers risk management of road engineering project as the research object, and studied the content of every part including the risk factor analysis, risk evaluation, risk countermeasure. In the part of road engineering project risk factor analysis, this paper simply introduced the road engineering construction project’s feature, and analysis the five influenced factors of road engineering project. In the road engineering project risk evaluation, this paper simply introduce engineering project evaluation methods, established the project risk appraisal target system, this paper puts forward the synthesis evaluation mode based on multi-levels fuzzy method. In the road engineering project risk countermeasure. this paper emphasis proposed 5 aspects on the risk countermeasure: the project time management, the expense management, the quality control management and so on. Finally, this paper takes Dan Hai highways engineering project for example, after use the fuzzy synthesis evaluation method to choose a project’s line, this paper puts forward the risk countermeasures and the improvement measures.
