【摘要】 党政关系与坚持和改善党的领导密切相关，是当代中国建设社会主义政治文明、加强党的执政能力建设过程中不可回避的一个问题。 中国共产党对党政关系的探索由来已久，党政关系无论在理论上还是在实践上都有其调整的必要性。 改革开放以来是新型党政关系体系逐步确立的时期。中国共产党在党政关系方面进行了大胆的理论和实践探索。明确新型党政关系的构建要适应市场经济的发展；提出理顺党政关系的前提是要全面正确地理解党政分开的含义；阐明了党的自身建设与新型党政关系构建之间相辅相成、互相促进的关系；强调了要理顺党与国家政权机关之间的关系。 将近30年的改革开放，党在实践方面所取得的主要成效包括：党政领导实行分任制，正确区分党与国家政权机关的职能，突出强调了党和政府必须在宪法和法律的范围内活动。但是不可否认，现阶段还存在着一些影响我国党政关系模式的因素。 对新时期党政关系的前景展望，即党政关系要朝着党政关系法制化、构筑新型制约与监督模式以及创建学习型政党和学习型政府的方向发展。更多还原

【Abstract】 The relation between party and government is close with the improvement of party, it, is a problem that can’t be got around in process of constructing political civilization of socialism in China and strengthening the ruling ability of the party.The study of Communist Party of China for the relation between party and government is already a long time, the political relation all has its necessity that adjust regardless and theoretically still on the fulfillment.The reform and opening-up is the period that the new relation between party and government establishes gradually. Communist Party of China carried on the studies of theories and practice bravely. The text explicit that setting up new relation between party and government is to adapt the development of the market economy; premise that puts agreeable relation between party and government is to comprehend the meaning of separation of party function from that of government completely; Have expounded that the construction itself is complement each other with the new relation between party and government, emphasize the relation between the party and government should be in order.Nearly 30 years of the reform and opening-up, the effect made in this respect of party includes: The leaders of the party and the government divide letting to make, distinguish the functions of the party and national organ of state power correctly, stress and emphasize that party and government must activity, etc. in constitution and range of law. However, there are some restriction factors remain to be solved in adjusting the relation between party and government in our country currently.The prospect to the new relation between party and government, should have been to the democratization, construct the new relation, establish the direction development of the study party and the study government.更多还原
