我国中小企业发展的商业生态系统研究

【摘要】 各国对中小企业在国民经济发展中的重要性已经达成共识，纷纷采取多种政策措施促进中小企业的发展，以期更好发挥中小企业的作用。比如，中国政府着手建立了促进中小企业发展的政策体系，包括中小企业的市场准入政策、税收优惠政策、财政支持政策，并正在建立信用体系和服务体系。 但是，每一个中小企业在动态发展中普遍面临着的融资难、行业规制等等问题，并不能仅仅依靠政府政策的扶持而迅速解决所有问题。因此，需要积极探索中小企业发展的新思路，在实践基础上抽象出具有普遍性的理论与观念，进而更好地指导中小企业的发展。 鉴于上述原因，本论文采用跨学科的研究方法，以热力学中的耗散结构理论为分析基础，探讨商业生态系统的自组织作用以及条件；更加妥帖、逼近地反映中小企业在发展中与外界纷繁复杂的动态关系，来研究中小企业发展的商业生态系统的构建问题。 本论文分为两条主线，一方面是以热力学中的耗散结构理论作为理论支撑，试图得出耗散结构理论中自组织现象发生的条件，从而与中小企业发展的商业生态系统进行联系，并贯穿全文。另一方面，从中小企业发展的商业生态系统的内涵、结构、本质、特征等方面对中小企业发展的商业生态系统进行层层解析。最终，得出结论：我国中小企业构建商业生态系统要遵循互惠共生的原则，构建围绕中小企业发展的经济联合体，形成价值网，努力使得系统形成并且保持自组织，从而商业生态系统中的中小企业与其它利益相关者得以协同进化，共生共荣。 并且，基于商业生态系统的观念，将政府部门纳入中小企业发展的商业生态系统中的一员，阐述了政府在中小企业构建商业生态系统中的能动作用以及具体措施。更多还原

【Abstract】 States has reached a consensus on the importance of SMEs in economic development, and have taken a variety of policy measures to promote SMEs development in order to better play the role of SMEs. For example, government of PRC has initiated the establishment of a system for SME development policy. That Includes SMEs market access policy, tax preferential policy and financial support policy.However, each SME in the dynamic development faces difficult problems as financing, Industry regulatory system and market access rules system, which can not solely rely on the support of the government policy to resolve all issues quickly. In order to better guide the development of SMEs , we need to actively explore in the practice basis of universal to abstract theory, concepts and new ideas for SME development.In light of the above reasons, the paper uses interdisciplinary research methods. On the basis of dissipated structure theory, the paper argues the intention and terms of self- organizations in business ecosystem. Then it fittingly reflectes the relationship of SMEs in complex dynamics development with the outside world, and research the method of building SMEs, business ecosystem .This paper is divided into two main lines. In one hand, it uses dissipated structure theory as a theory of structural support, trying to work out the conditions of organizations phenomenon .Thus it keeps business ecosystems contact with the development of SMEs, and run through the text. In the other hand, it analyzes something about the SMEs development of a business ecosystem, for example content, structure, nature and characteristics of the business ecosystem. Ultimately, it make out the conclusion that: the building of the SMEs business ecosystem should follow the principle of reciprocity, make a focus on economic union of SMEs development, and come into being a network of value. Make sure the system has made efforts to maintain self-organizations, that SMEs in business ecosystems with other stakeholders can be concerted evolution and symbiotic prosperity.Moreover, with the concept of ecosystem-based business, government departments will be incorporated into the SMEs business ecosystem.
