试论中国的和平发展战略

【摘要】 中国选择和平发展的道路，可以说是秉承了新中国成立后三代领导人一贯倡导的思想。从建国初期第一代领导人提出和平共处五项原则的思想，到邓小平时期对和平与发展是时代主题的科学判断，再到和平发展战略的确立，中国最终明确了自己的国际战略和国家发展战略，为新世纪中国的腾飞进一步指明了方向。 本文首先对和平发展提出的历史背景及形成过程作一阐述。进入21世纪以来中国经济实力的进一步增强，中国国际地位及影响力在国际上的不断攀升，引发了国际社会对中国未来发展前景的种种猜疑，其中最具代表性和对中国的国际形象造成不利影响的当数“中国威胁论”的出现和泛滥，由此引出中国需要对自身的发展道路和方向作一说明，不仅是自身政治，经济发展的需要，同时也是对国际上反华声调的一种回应。然后叙论述和平发展的现实依据，即中国坚定不移地走和平发展的道路是基于中国国情的必然选择，是基于中国历史文化传统的必然选择，也是基于当今世界历史潮流的必然选择。接下来是对和平发展的内涵的阐述，即争取和平的国际环境发展自己，又以自身的发展促进世界和平；依靠自身力量和改革创新实现发展，同时坚持实行对外开放；顺应经济全球化发展趋势，努力实现与各国的互利共赢和共同发展；坚持和平、发展、合作，与各国共同致力于建设持久和平与共同繁荣的和谐世界。最后对和平发展的现实及历史意义作一下评述。 通过对此问题的探讨，我们可以得出结论：和平发展的提出既是中国的国际战略和外交宣言，也是中国的发展理念和复兴之路。它将创造史无前例的强国进程，改变大国兴盛的历史模式并将造福于中华民族及整个世界。更多还原

【Abstract】 The formation of the "peaceful development" strategy has come through a correspounding cource. From the primary burgeonings of the "peaceful development" as Five Principles of Peaceful Coexistence to the unfeldeged thoughts of "peaceful rise" , finally China find the road of peaceful development belongs to herself, which indicated the correct road for China’s development.At first the thesis narrates and analyses the background and formation course of the peaceful development strategy. Then the thesis narrates the realistic base of the peaceful development, that’s to say it’s the necessary selection base on China’s nation situation, China’s history and culture tradition and the current world tendency. The next chapter narrates the content of the "peaceful development", China will try for peaceful international surroundings to develop herself, at the same time to promote world’s development by herself’s development; achieving development depends on herself’s strength and reform and innovation, at the same time withholding opening to the world;following economic globalization tendency,try her best to achieve development in common and get benefit from each other;withholding peace, cooperation and development, devote herself to build peaceful , flourish and harmonious world with the other countries.At last the thesis narrates the reality and history significance of the "peaceful development" strategy.We can draw a conclution from the "peaceful development" strategy:the peaceful development strategy is China’s international strategy and diplomacy declaration, it is China’ s development theory and更多还原
