建设社会主义新农村

【摘要】 党的十六届五中全会提出了建设“生产发展、生活宽裕、乡村文明、村容整洁、管理民主”的社会主义新农村的重大历史任务，完成这一历史使命，必须全面深化农村改革，进行一系列体制创新。在新农村建设中，乡镇政府应该发挥重要作用，而能够在新农村建设中发挥主导性作用的乡镇政府，必须是实现了体制改革、角色转换的政府。乡镇政府体制改革是一项涉及我国最大部分人群，内容最为复杂、具体、琐碎的政治体制改革，多年来，乡镇政权体制改革之所以成效不大，在很大程度上就在于以往的改革只是简单地在机构和人员数量精减上做“游戏”，没有根据广大农村实际情况和市场经济发展的客观要求，没有针对乡镇政权的特殊情况，进行制度创新。鉴于此，乡镇体制改革必须坚持积极稳妥地方针，致力于制度创新，在维护农村稳定的前提下，从“能够怎样”入手，而不能陷于浮夸的“应该怎样”的空谈，简单地从理论上或对照西方模式不切实际地推进改革。乡镇体制改革是在我国整个社会转型形势下的改革，因此，在改革中要注意不断修正改革路径和改革的方式、方法，同时，还要进行一系列的配套改革，为乡镇体制改革创造条件，增强动力，减少矛盾和压力，从而逐步走出一条具有我国特色的、适合社会主义市场经济体制需要的乡镇体制改革之路，使乡镇政府真正成为农民建设社会主义新农村的依靠。更多还原

【Abstract】 The Party’s 16 session of Fifth Plenary Session proposed the significant historic task of construction "the production development, the life is ample, the village civilization, the village accommodates, the management democracy neatly" socialism new countryside. To complete this historical mission, we must comprehensively deepen the countryside reform, and carry on a series of systems innovation. In the new rural reconstruction, the villages and towns government should display the leading role, but can play the vital role in the new rural reconstruction the villages and towns government, had has realized the government which the organizational reform, the role transformed. The villages and towns government organizational reform is an item involving our country major partial crowds; the content is most complex, concretely, the trivial political reform. The result of the villages and towns political power organizational reform has not been obviously for many years, lies in the former reform in the very great degree that only do "the game" of simply fine reduces the organization and the personnels’ quantity, and has not acted according to the general country sides actual situation and the market economy development objective request, in view of the villages and towns political power peculiar circumstance, has not carried on the system innovation. In view of this, the villages and towns organizational reform must persist positively and safety policies, devotes to the system innovation, in premise of maintaining the countryside stable, we must persist of "how can do" , but can’t sink into the empty boasting of "should do", and can’t simply theoretically or impractically compares the western pattern to advance the reform.
