【摘要】 宜宾县是四川省农业大县、丘陵大县、人口大县,其经济社会发展在四川省属中等水平。近年来,该县在教育经费大量增加,教育事业大发展的同时,出现了教育经费紧张,教育发展面临更大困难的问题。剖析宜宾县教育经费投入现状和问题,找出解决问题的对策,对于破解四川省农村教育经费投入不足的难题,促进四川农村教育的发展有积极意义。本文以马克思主义的立场、观点、方法为指导,吸收了教育经济学的相关理论,在借鉴前人成果的基础上,研究了宜宾县教育经费投入存在的问题,分析了投入不足的原因,提出了解决问题的对策建议。文章从宜宾县教育经费投入的现状出发,分析了宜宾县教育经费投入的来源及构成,指出国家财政性经费始终是宜宾县教育经费的最主要来源,学杂费是宜宾县教育经费的第二大来源。宜宾县教育经费投入的持续、快速增加,促进了教育事业的快速发展。但是,从总体上看,教育经费投入严重不足,无法保障教育快速发展需要。投入不足主要表现在四个方面:公用经费紧张,预算内公用经费标准低并且挤占挪用的情况普遍存在;危房改造任务艰巨,县内仍然存在较多危房,财政已经无力安排更多的资金维修;教育负债多,包括“普九”负债、危房改造负债、高中负债等;教师待遇低,从整体上看,县内教师工资低于市区,福利也少。宜宾县教育经费投入不足既有主观方面的原因又有客观方面的原因。教育经费投入不足的主观因素在于地方官员经济增长至上的政绩观。从客观方面看,投入不足的原因有四个:教育经费投入体制不完善,县级财政薄弱,却承担了基础教育的主要责任,是经费投入不足的根本原因;财政支持能力弱,宜宾县经济总量小,历史负债多使其无力对教育提供强有力的支持;多元化筹措教育经费能力差,社会捐资集资下降,社团和个人办学起步晚、发更多还原

【Abstract】 Sichuan is a large agricultural county Yibin County, hills big county, a large population counties. Its economic and social development in Sichuan Province is middle. In recent years, a substantial increase in funding for education in the county, while large-scale development of education, education funding tensions emerged, the development of education face greater difficulties.
