西方公共行政改革市场化取向及其质疑

【摘要】 20世纪70年代以来，西方各国相继掀起了一场新的公共行政改革运动。这场运动以市场化取向为基本特征，把市场机制誉为政府再造之神话，通过在政府部门引入市场竞争机制，以达到克服政府面临的财政危机、信任危机和合法性危机之目的。本文从行政主体、行政价值、行政责任、市场化取向的运行方式、改革的有效性等五个方面，对西方公共行政改革的市场化取向进行质疑，并对此进行了详细的论证。本文认为这场改革并不像其理论倡导者所说的那样行之有效，它可能会导致行政价值和行政责任的缺失，可能降低政府的合法性，并增加社会运行的总成本等。本文试图通过这种广泛的质疑，以达到警醒我国公共行政改革的目的。更多还原

【Abstract】 Since the seventies of the 20th century, many western countries have raised a movement of public administration reform. This movement regards market-based as the essential feature. It praises the market mechanism as the mythology which can give a new lease of life to the government. It introduces the competition mechanism of the market to the government department in order to overcome financial crisis, trust crisis and legitimacy crisis that the government faces. This text is from five respects, such as administrative subject, administrative value, administrative responsibility, the operation ways of market-based orientation , validity of the reform , etc ..It queries the market-based orientation of the public administrative reform of the west and has carried on detailed demonstration to this. It does not think this reform as effectual as what its theory advocate said, on the contrary it may bring a disappearance of administrative value and administrative responsibility, at the same time reduce the government’s legitimacy and increase total cost that the society operates and so on.
