高校图书馆人力资源管理研究

【摘要】 图书馆生存与发展最根本的决定性因素是人。加强图书馆人力资源的开发与管理,利用好人力资源,提高工作效率,是解决图书馆目前面临问题的最直接、有效的方法。图书馆的存在是为了满足人们对图书馆情报信息及其服务的需求。人力资源管理的水平直接决定了图书馆的服务质量,是高校图书馆持续发展的基础和决定性因素。 当前我国高校普遍存在对人力资源管理不重视的情况,其结果是人员素质较低,人力资源管理混乱,人浮于事,没有有效的竞争激励机制,工作效率低下。我国高校图书馆还没有形成科学统一的人力资源管理模式,就国内外现有的高校图书馆人力资源管理模式来看,比较有特色的管理方式包括设立图书馆职业资格认证制度,突出对专业对口部门服务的资格认证的高校图书馆学科馆员制度,各高校自行制订的符合校情的奖惩激励制度,通过行政手段设立相关的图书馆人员编制政策来达到提高馆员素质目的的定岗定编等。本文通过对现有的人力资源管理方式的对比,综合各高校管理方法的优点,归纳了高校图书馆的人力资源管理的资源要素、目标要素和管理要素,设立了人力资源优化实施步骤,在此基础之上推出了人力资源配置方案的设计模式,并且提出了人力资源评估方案,用以检验人力资源管理实施的最终水平。
【Abstract】 The decisive factor of the library existence and development is human being. The most direct and effective method to deal with the library present problems is to enforce the development and management of the library human resource, to use the human resource properly and to elevate the work efficiency. The library existence is to satisfy people’s requirement of the library information and the service. The level of the human resource management directly decides the library service quality and it is the basis and decisive factor of the college library sustaining development.At present, our counting usually exists the case that ignores the human resource management. The result is that the personnel is with low quality, and the human resource management disorders. It is without effective competitive stimulating methods and with the low work efficiency. The college library has not formed the scientific and uniformed human resource management mode in own country. In the term of the present human resource management of the college library at home and abroad more specific management ways include setting up the library career certificated institution, projecting the college library subject librarian institution which certificates the related service. Every college’s setting up reward and punishment stimulating institution which coincides with the college condition and setting up the related librarian policy to improve his quality and etc.Through the contrast to the present human resource management way, the text integrates the college management way advantages, generalizes the resource factors aim factors of the college library human resource management, and management and establishes the human resource high quality practice steps factors.
