文化力与振兴东北老工业基地问题研究

【摘要】 中央政治局号召全力振兴东北老工业基地，并指出振兴东北老工业基地是一项长期而又艰巨的任务。中国政府决定把东北地区等老工业基地改变其落后的面貌，使之成为我国国民经济新的增长地区。众所周知，在上世纪50年代，东北地区很多企事业单位是在中国实行计划经济体制时期建立的，在我国改革开放，特别是最近20年里，向社会主义市场经济转轨的过程中，这些企事业单位缺乏竞争力的事实，暴露无疑。制定振兴东北老工业基地的发展战略，就是要改变其落后的状况，改造成先进的工业基地，并成为国民经济新的增长点。本篇论文围绕文化力，一种新的力量，阐述其在振兴东北老工业基地的过程中，必将发挥着重要而又积极的作用。概论部分主要讲述了文化力对经济发展和振兴东北老工业基地所起到的效用。论文的第二部分，介绍了文化力的内涵、特征、功能和作用，对文化力作了总体性的描述。论文的第三部分，主要论述了文化力在振兴东北老工业基地中的作用，介绍了东北老工业基地的发展现状，以及东北老工业基地的文化根源，特别着重论述了文化力有助于观念的创新和体制的创新。最后，论述了在振兴东北老工业基地中，应当采取的对策。我国政府对振兴东北老工业基地战略实施，通过不断深化改革，不断地对外开放，对东北老工业基地的工业改造和科技进步，具有积极的作用。我们有理由相信，在不久的将来，广袤的东北地区将发生翻天覆地的变化。更多还原

【Abstract】 The Political Bureau of the Communist Party of China (CPC) Central Committee called for accelerated efforts to revitalize the old northeast industrial base, describing it as a long-term and arduous task. The Chinese government decided to turn those outdated, rusty industrial centers in northeast China and other parts of the country into modern industrial bases, making them new and essential growth areas of the national economy. However, many of the traditional industrial enterprises that were set up in the 1950s when China adopted a planned economic system, became less competitive since the country implemented the policies of reform and opening up to the outside world, and moved from a planned economy toward a market economy about two decades ago. China launched its strategy to reinvigorate the traditional industrial centers in the three northeast provinces and other parts of the country, in a bid to turn rustbelts into modern industrial zones, making them new and important growth areas of the national economy. This paper discusses that, the Power of Culture, which is new power, will play a more important and a active role in revitalizing the old northeast industrial base. The first part talks about relations between the economy and the revitalizing the old northeast industrial base. The second part is about the concept, character, function, effect of the Power of Culture. The third part is about the Power of Culture’s effect on revitalizing the old northeast industrial base. This part introduces the actualities of the old northeast industrial base and the his fount of culture. Especially, the Power of Culture helps the old northeast industrial base to make the advantage of changing intellection and innovating framework . The last part is about the antidote of revitalizing the old northeast industrial base.
