【摘要】 当前，以计算机技术、信息通信技术和网络技术为代表的现代电子信息技术取得了突破性进展，由电子信息技术推动的电子信息产业已经发展为世界经济增长的主导和重要推动力量，并成为21世纪信息社会的重要物质基础。 电子信息产业作为国民经济的基础产业、先导产业和支柱产业，以其渗透力强、带动性强、发展速度快和潜力大的特点，在全球性的经济结构战略性调整和科技创新中，对国民经济、社会进步正发挥着越来越重要的作用。 研究哈尔滨市电子信息产业“十一五”发展趋势与对策，是在振兴东北老工业基地战略的经济结构和产业结构调整中，贯彻落实党的十六大关于“优先发展信息产业”和走新型工业化道路的指导方针，发挥哈尔滨市对周边地区的辐射、带动作用，实现全省经济跨越式发展的重要保证。 论文围绕电子信息技术发展的特点和趋势，力图从国际大背景下研究哈尔滨市电子信息产业的发展趋势和发展对策，对哈尔滨市电子信息产业的发展现状、水平、市场前景和发展趋势做前瞻性的研究，并提炼出今后五年哈尔滨市电子信息产业发展的思路和政策建议，最终目的是为促进哈尔滨市电子信息产业的发展和提高产业国际竞争力提供决策参考。更多还原
