【摘要】 本文的研究对象是新疆兵团民营企业发展问题。本文以新制度经济学为理论基础,综合应用统计学、计量经济学等相关方法,分析了新疆兵团经济发展与民营企业发展之间的关系,着重论述了新疆兵团民营企业发展的约束条件和约束机制。首先,阐述了制度及制度构成和制度变迁理论;在吸收有关国内民营企业发展研究成果的基础上界定了新疆兵团民营企业的概念,并对新疆兵团经济与民营企业发展现状进行了比较全面的分析;对新疆兵团民营企业发展与屯垦戍边关系的协调进行了分析,结果说明民营企业发展对新疆兵团经济和屯垦戍边有较大促进作用;用民营化、市场化和开放程度三个指标变量对新疆兵团经济发展滞后与民营企业成长关系作了实证研究,研究结果表明民营企业发展对新疆兵团经济增长有重要影响。其次,用制度及制度变迁理论对新疆兵团民营企业发展约束机制进行分析。制度变迁中新疆兵团自身收益最大化和社会收益最大化之间存在矛盾,制度变迁滞后制约了民营企业的发展;同时,新疆兵团制度变迁时滞、农地制度及竞争机制不完善等因素也影响了民营企业发展;新疆兵团的非正式制度也是民营企业发展滞后的潜在因素。再次,从制度创新视角对石河子市宏观制度环境及企业制度创新模式进行了实证研究,结表明优化民营企业发展环境,可促进民营企业发展,可以为新疆兵团其它师制度创新提供借鉴。最后,根据制度经济学的国家理论和意识形态理论,提出优化新疆兵团政治、社会环境和构建民营企业发展的制度体系思路:兵团要强化主导功能,优化制度环境,加强政府宏观调控,为民营企业发展提供机遇和保障;并从促进新疆兵团民营企业发展的政策和民营企业自身建设方面提出了对策。更多还原

【Abstract】 This research focuses on the development of the private enterprises in Xinjiang Production and Construction Group(XPCG). The theoretical basis on new institutional economics, integrated applications in statistics, econometrics, and other relevant methods, to analysis the relationship between the CPCG’s economic and private enterprise’s development, It emphasize restriction of XPCG’s private enterprises development by the conditions and mechanisms.First, it expounded institution and institutional constitute and the theory of institutional changes. It defined the concept of private enterprise in XPCG, on the basis of absorb the achievements of domestic private enterprise, and analyzed XPCG’s economic and present situation of private enterprise’s development completely. It also analyzed the coordination between the development of private enterprise in XPCG and the relationship of reclamation ,and showed that the development plays on important role in XPCG’s economic reclamation .By privatization, marketization and openness three indicators variables ,it made a positive study on XPCG’s economic development lag and the growth of private enterprise’s relationship , and reached the result that XPCG economic’s growth has important implications on the development of private enterprises.Secondly, the use of institution and institutional changes theory to XPCG’s private enterprise development constraint mechanism analysis, resulted in there are contradictions to achieve their own corps returns and social benefits in institutional changes, institutional changes lag restricted the development of private enterprises; Meanwhile, XPCG institutional change time lag, farmlands institution and the mechanism of imperfect competition, and other factors also affect the private enterprise development; XPCG informal institution is potential factors witch the private enterprise development is lagging.Again, from the perspective of institutional innovation through the Shihezi City macroeconomic environment and its system of empirical research enterprise system innovation model that the private enterprise development environment that will foster the development of private enterprises, other Corps institution provide for the division.Finally, According to the national system of economics theory and ideology theory, make the Xinjiang Corps political, and social environment and a system idea of private enterprise development system. XPCG should strengthen the dominant function, optimizing system environment, strengthen the government’s macroeconomic control and provide opportunities and protection for private enterprise development; Promote the development of private enterprises from the XPCG policies and private enterprises responses of themselves gave countermeasure.更多还原
