大连城市人居环境与经济协调发展研究

【摘要】 近几年来，我国的城市化进入加速阶段，城市化带动了工业化和信息化的发展，促进了社会经济的快速发展，但同时，随着城市人口规模的扩大，也带来了一系列的问题比如：城市住房紧张、交通堵塞、空气污染严重、生态环境恶化，城市基础设施超负荷运行等，城市居民的人居环境受到严重破环。因此，如何协调城市人居环境与经济的发展，促进城市的可持续发展显得尤为重要。本文就是在这种背景下，以大连市为例对1990年至2002年大连城市人居环境与经济的协调发展进行了初步研究。首先对协调发展的基本理论进行了深入的分析，介绍了协调的基本概念，总结了系统协调发展的基本理论，然后以这些理论为基础，根据城市人居环境和经济方面的实证资料，分别建立城市人居环境和经济发展的指标体系，通过构建函数关系和主成分分析法分别求出城市人居环境和经济系统的综合评价指数，然后利用协调度模型分别求出大连在1990-2002年间城市人居环境与经济系统的协调度值，并对各个年份的协调度进行等级划分。研究结果表明，九十年代以来，大连城市人居环境与经济发展基本保持协调，90年代前期城市人居环境建设略显滞后，90年代后期城市人居环境快速发展，城市经济发展没有很好的与之协调，城市人居环境与经济系统处于初级协调水平。最后提出促进大连城市人居环境与经济协调发展的措施建议。 1 导论 “天地交泰，后以财成天地之道，辅相天地之宜，以左右民”。这是《周易》中提出的，它指出天地万物互相交融和谐协调，才有安泰繁荣。认识和掌握这个天地之道，遵循自然规律，采取适于自然万物和谐发展的有利措施，以佐佑人民。几千年前中国的先哲就已提出了人与自然和谐协调发展的思想，然而当我们来回顾人类文明的发展史时，却蓦然发现古埃及文明、古巴比伦文明、古印度文明等相继没落。进入到20世纪，也许科技的迅猛发展、经济的腾飞、财富的剧增及高度的物质文明给人类带来了惊喜，但从这些辉煌的文明成果背后，人们却发现人口激增，大气严重污染，淡水告急，森林锐减，生态平衡失调，生物多样性受损等问题均已出现。经济发展与环境之间的矛盾日益尖锐，且已危及到人类社会的永续存在和发展。而城市地区更是处于问题的风头浪尖，城市环境的好坏更直接影响到城市经济的发展。 城市人居环境是人们赖以居住、生活的基本条件和场所，是一个国家和地区经济发展水平，人民物质文化生活水平的重要标志之一。只有居住生活现代化才能保障人们有更充沛更多还原

【Abstract】 The urbanization in China has entered the accelerating stage in recent years, driving the development of industrialization and informationalization and accelerating the development of social economy. However, a series of problems are caused by the expanded scale of population in the meantime, such as housing tension, traffic jam, serious air pollution, eco-environmental degradation and the overloading operation of municipal infrastructure, thus human settlements in the city is badly destroyed. As a result, it is of great importance to correspond the human settlements with the development of economy to accelerate city’ s sustainable development. Because of this, this article makes a pilot study on coordinated development of urban human settlements and economy in Dalian during the yeas between 1990 to 2002. Dalian is taken as an example in this article, and we analyze the basic theory of coordinated development, introducing the basic concept of coordination and summarizing the basic theory of system coordinated development. And then based on these theories, indicator system of human settlements the development of economy is established separately according to the data concerning human settlements and economy in Dalian. The integrated assessment’ s index of the human settlements and the economy system is calculated by erecting function connection and principal component analysis, and then we get the value of unisonous degree of the human settlements and the economy system in Dalian from 1990 to 2002 using coordination degree model, and then rank it. According to the study, human settlements correspond with the development of economy well on the whole since 1990s. The construction of human settlements in the city lags early in the 1990s, and in the late 1990s human settlements in the city gained a rapid development not corresponding with the development of city’ s economy well, so that the system of the human settlements and the economy is at an initial coordination level. At last some suggestions are made to promote the Coordinated development of human settlements and economy in Dalian.更多还原
