【摘要】 产业集群是过去30年国际上最重要的一种经济现象，已经成为推动区域经济发展的重要力量。越来越多的国家和地区，都把产业集群作为产业发展，拉动地方经济增长、拉动农村工业化和城镇化的重要战略方式，以及解决“大企业病”的有效方案。本文从产业集群的基本理论介绍入手，系统分析了产业集群在区域经济发展中的作用，阐述了产业集群战略的内容，并将其与传统区域经济发展政策进行了对比，得出产业集群战略是一项行之有效的区域经济发展战略的结论。最后，作为理论的应用本文对实施产业集群战略振兴东北老工业基地进行了实证研究，分析了东北老工业基地实施产业集群战略的条件与制约因素，并提出了相应的对策。更多还原

【Abstract】 As a main international economic phenomenon in last thirty years, the industrial cluster has become an important force of driving regional economic development. More and more countries and regions have regarded the industrial cluster as an important strategic mode of industry development, pulling regional economic development and driving country industrialization and urbanization, and an efficient scheme of settling "big enterprise fault" . This article introduces the basic theories of the industrial cluster. And then analyzes the role of the industrial cluster in regional economic development systematically, expatiates on the content of cluster strategy, compares which with traditional regional economic development policy, and reaches a conclusion that industrial cluster strategy is efficient in regional economic development. As the application of theory, this article studies the implementing of cluster strategy in adjusting and rebuilding the northeast old industry base, analyzes the advantaged and disadvantaged condition of the northeast old industry base in implementing cluster strategy, and puts forward corresponding countermeasures.更多还原
