基于PMMM的ERP项目实施过程能力成熟度研究

【摘要】 2003年10月1日，电子行业标准《企业信息化技术规范第1部分：企业资源规划系统(ERP)规范》经信息产业部正式批准颁布；以此为标志，在政府的推动、企业的热情、ERP厂商的发展加上媒体的推波助澜中，ERP在我国进入了又一个飞快发展和应用的时期。要使蕴含于ERP软件中的先进管理思想充分发挥作用、确保ERP系统实施的成功率，基础工作就是对ERP实施的过程展开分析。鉴于现阶段对ERP实施各参与方能力水平研究的匮乏，本文在重新界定并划分ERP实施过程的基础上，依据项目管理的过程思维，将项目管理成熟度模型(PM3)引入到ERP实施能力成熟度的研究框架中，构建新的模型体系，提出全面的评估方法。 首先，本文对PM3以及企业ERP实施的能力成熟度模型(ERP—CMM)的研究成果进行了梳理，识别出在ERP实施项目中应用过程思维的必要性；并运用项目管理的思维将ERP实施整体过程重新划分为“ERP实施的启动过程”、“ERP实施的计划过程”、“ERP实施的执行过程”、“ERP实施的控制过程”和“ERP实施的收尾过程”等五个子过程，明确了其内部的逻辑关系。在此基础上，本文首次将PM3和ERP—CMM综合在一起，建立了基于PM3的ERP实施能力成熟度模型，其中包括通过对专家就基本指标的筛选结果进行隶属度和相关性数据分析所得到的、最终用于评估ERP各个实施参与方成熟度等级的指标体系，以及依据新模型的内部结构所确定的、隶属于不同成熟度等级的关键过程域及其应达到的目标；与此同时，本文还提出了针对不同实施参与方定量和定性的成熟度等级评价方法，并对不同成熟度等级所处水平状态进行了重新的界定和描述；最后，本文运用面向软件开发商或供应商的ERP实施能力成熟度评价指标体系及关键过程域，对用友软件在K公司ERP实施项目中所体现出的ERP实施能力成熟度进行了具体评价。更多还原

【Abstract】 On Oct. 10th, 2003 the standard of electronics field "The First Part of Technical Regulations on Enterprises Information: Regulation on Enterprise Resources Programming System (ERP)" was approved to be enacted by Ministry of Information and Industry. From then on ERP has gone into another rapidly developed and applied period with the promotion of the government, the passion of the enterprises, the development of the ERP manufacture as well as the promotion of the media. To bring the advanced management thinking contained in the ERP software into full play and to ensure the success rate of the implementation of the ERP system, the basic work is to analyze the process of the implementation of the ERP system. Considering the current limitation to the research on the competence level of the involving parts of the ERP implementation, this essay newly defines and divides the process of the ERP implementation and introduces PM3 into the research frame of the mature rate of ERP implementation competence, according to the process thinking of program management. Meanwhile, this essay has established a new model system and proposed a complete means of assessment.First of all, this essay combs the research result of the PM3 and the competence mature rate model of enterprise ERP implementation (ERP-CMM) and distinguishes the necessity of the application of the process thinking in the ERP implementation program. It newly divides the general process of the ERP implementation into five sub-processes: startup process, plan process, implementation process, control process and ending process which clarify its inner logical relationship by using the program management thinking. Apart from that, this essay first combines PM3 and ERP-CMM together, establishes the PM3 and ERP implementation competence mature rate model which includes the target system obtained by the subjection rate and relevant statistics analyze of the filtering results of the basic targets the experts have chosen, to access the target system of the mature rate degrees of every implementation involving part, and the key process zone and the foreseeing aim of the different mature rate degrees according to the inner frame of the new model. At the same time, it also proposes quantitative and qualitative means of assessment of the mature rate degrees aiming to different involving parts and newly defines and describes the level conditions of different mature rate degrees. Finally, this essay adopts the ERP implementation competence mature rate assessment target system and its key process zones facing software producing or supplying manufactures to specifically access the ERP implementation competence mature rate of YONGYOU software in the ERP implementation program in Company.更多还原
