【摘要】 电子信息技术产业已经成为我国发展最快的产业之一，由此产生的废弃电子电气设备也快速增长，未来10年至20年将是废弃电子电气设备增长的新高峰。我国废弃电子电气设备资源化产业的发展仍存在许多亟待解决的问题，在回收体系、技术水平、管理体制和公众意识等方面均有待提升。 本文以国家环保总局、国家信息产业部以及国家发展改革委员会等部委联合确定的“汕头废弃电子电器设备拆解利用示范园区”项目为背景，在对废弃电子电气设备资源化产业发展现状进行描述及对产业发展障碍客观分析的基础上提出如下产业化发展策略：参照国内外成熟产业发展模式，综合考虑我国电子信息技术产业发展和劳动力等方面的特殊优势，以建立静脉产业园区和创建废弃资源利用企业并实现其市场化运作为产业发展主要模式，以加强产业链上游企业生态设计和行业领域静脉物流、产业链中游拆解行业集中处理、产业链下游废弃电子电气设备综合深度利用为主要产业链条体系，以推广核心技术、加强责任机制和完善保障措施为产业保障体系，系统提升我国废弃电子电气设备资源化产业的发展层次和发展品味，迅速推进国内废弃电子电气设备资源化产业与国际接轨的进程，使我国电子信息技术产业继续保持良好发展势头，在确保环境协调发展的前提下保持经济的不断增长。 可以预见，我国废弃电子电气设备资源化产业的发展将有效解决我国废弃电子电气设备带来的诸多社会、环境等问题，对我国资源短缺问题也有极大的缓解作用。更多还原

【Abstract】 The electronic information technology industry has become one of the most rapidly developing industries in China, which leads to sharply increasing of the waste electrical and electronic equipment (WEEE). A forecast shows there will be a new peak of the WEEE increasing in the coming 10~20 years. There are many urgent problems during the development of the WEEE circular industry in China, such as insufficient recycling system, lagging technology, disordered management system, and unsubstantial public consciousness etc. All above problems hindered the development of the WEEE circular industry.Based on the present status of WEEE and the problems existed in the circular industry, development strategy on the WEEE circular industry can be put forward. Refering to the domestic and foreign industrial development pattern and considering our own special superiority on the electronic information technology industry and the labor force, take the main pattern by establishing the venous industry based eco-industrial park and enterprise, establish industrial chain link system by strengthening ecology design and venous logistics on upstream, processing centralism processing on middlestream and processing the depth use of WEEE on downstream. At the same time, establish the industrial safeguard system by popularizing the core technology, strengthening responsibility mechanism and consummating the system so as to promote development of the WEEE circular industry in China and advance the course of domestic WEEE circular industry to international level.
