【摘要】 “生态城市”这一概念自其提出伊始就受到国内外的广泛关注，并很快被社会各界所接受，成为城市建设中的一个热点。目前我国正处在城市建设高速发展时期，城市成为人类主要的生活空间。因此，我国有必要寻求一种城市发展的新模式——生态城市。然而，由于生态城市这一概念自提出至今尚不过20年，而且我国生态城市方面的研究起步较晚、基础薄弱、研究深度仍有待深入。因此，本文对生态城市的思想渊源、理论基础以及理论进展进行研究具有重要意义。 虽然我国生态城市构建实践起步较晚，但发展速度很快。截至2005年12月，全国共有158座城市提出构建生态城市的目标。本文针对当前我国生态城市构建状况，从国内外两方面对我国生态城市构建的宏观背景进行分析，其中国内宏观背景包括国内生态环境现状、政策法规的要求以及国家发展观的完善，国外宏观背景包括生态城市成功实践的影响、国际交流的影响、技术手段的影响以及目标导向的影响。 我国158座拟建生态城市的构建进度不一，情况各异。一些仅停留在口号阶段；一些已经制定生态规划，将理念付诸于实践；一些城市已经制定区域生态规划，通过区域合作共同打造生态城市群。本文在对我国生态城市构建经验研究总结的基础上，提出了我国生态城市构建的主要类型，即：资源型生态城市、旅游型生态城市、综合型生态城市。从我国拟建生态城市示意图上可以明显看出，全国拟建生态城市的发展形态差异较大。根据拟建生态城市的发展形态差异可将其划分为三种模式，即散点分布模式、点面结合模式、区域联动模式。这三种模式也是我国生态城市发展的三个阶段，是生态城市从无到有的发展过程。 在对我国生态城市构建基本现状分析的基础上，根据构建过程中存在的主要问题，本文研究了我国生态城市构建过程中的影响因素，通过对其分析，得出如下结论：第一，生态城市构建应以自然区域为准，淡化行政区域界线，通过部门配合，区域合作实现整个区域的生态城市构建；第二，由于城市管理贯穿于生态城市构建的各个环节，只有将城市管理三大方面结合起来才能实现生态城市这一目标；第三，经济水平不是制约生态城市构建的主要因素，而经济模式则是影响生态城市构建的重要因素；第四，生态城市构建需要城市文明的提升，而城市文明通过政府、企业、公众三个层面推进生态城市构建的进程。 最后，对本文的主要内容做了简单的概要和回顾，并指出了文章有待于进一步深入探讨的问题。更多还原

【Abstract】 "Ecological city" has been attracting wide attention all over the world since it was brought forward and quickly been accepted as a focus of urban development. Nowadays, China is in the state of rapid development and city becomes the central living space with more and more people crowd in. Thus, it is necessary to seek a new pattern of urban development, ecological city. This expression has been in use for no more than 20 years and domestic study on the subject is late with poor foundation for further study. It is significant to do research on ideology origin, theory foundation and evolving.Although the construction of ecological cities in our country is late somehow, it progresses rapidly. By Dec 2005, there were 158 cities planning to construct ecological cities. In this paper, through a general picture of construction of ecological cities in China, the writer will analyses macro settings of construction of ecological cities home and abroad, including ecological environmental actuality, requirement of policy and law, perfection of state’s views of development, and the effect of successful experience, international exchange, technologic instrument and the thought of target-oriented.158 cities mentioned above are in different degree of the construction of ecological cities, some still not having any action, some already making ecological plan to put theory into practice, and the other having worked out regional ecological plan aiming at constructing ecological urban agglomerations. This paper, based on empirical research of construction of ecological cities in China, sums up the main types of ecological cities constructing in our country which are resource-based cities, tourism cities, comprehensive cities. Seen from the map of ecological cities to be constructed, their developing forms are much different. According to its spatial patterns, the development of ecological cities can be marked off into three periods of scattered spots, planar and spots integrated and regions interconnected which display the continuous development process of ecological city.Through the analysis on the actuality of ecological city construction, the factors affecting the construction of ecological cities in our country are studied in this paper on the ground of the major problems in the process of construction. Conclusions are as follows, first, the construction of ecological city which is implemented in the whole region by cooperation of departments and collaboration of regions should agree with the natural region instead of administrative bound, second, Only on the condition that we integrate the three aspects of urban governance, the construction of ecological city can be realized since urban governance goes through all part of construction of ecological city, third, the main economic element affecting construction of ecological更多还原
