【摘要】 正确处理中央与地方关系，是任何一个现代国家所面临的一项重大而长期的任务。20世纪七八十年代以来，随着行政权力日趋扩张，在西方各国兴起声势浩大的政府行政改革浪潮中，改革中央和地方关系的总趋势是权力下放或地方分权化。新中国成立后到改革开放前，中央与地方关系长期在不合理状态下运行，中央集权与地方分权的矛盾始终没有很好地解决。改革开放以后，中央与地方的关系虽然打破了旧的格局，正朝着合理化的方向发展，但是也暴露出了许多问题，带有明显的过渡性痕迹。 建构科学的中央与地方关系是当前政治文明建设和政治体制改革的一个难点和重点。跨入21世纪，伴随着中国社会主义市场经济体制的不断发展和完善，迫切要求进一步调整中央与地方关系，科学合理地划分中央与地方的职责权限。在这样的背景下，深入系统地研究中央与地方关系，不仅是拓展这方面的理论需求，更是为我国目前经济发展和社会发展扫清障碍、突破瓶颈带来现实重要价值。 论文分五个部分。第一部分为导言，界定相关概念，阐明研究背景及研究价值，并对国内外的研究现状进行综述。第二部分介绍新中国成立以来的中央与地方关系的沿革，探讨其演变发展的特点和趋势，在此基础上分析推进中央与地方关系改革的必要性。第三部分阐述改革中央与地方关系的基本原则，提出了改革中央与地方关系的目标模式，即建构中央有限集权的中央与地方关系模式。第四部分是改革中央与地方关系的内容，分别对中央与地方的事权划分和财权划分进行了具体分析。第五部分从政府职能转变、政治体制改革、中央与地方关系法制化建设以及建立中央与地方纠纷解决机制等方面，分析中央与地方关系改革的具体路径。更多还原

【Abstract】 The relationship between central and local governments is an unavoidable concert in the word. Since 70-80s in 20 century, the public administration has been enlarged, and the relationship between central and local governments is more and more important.The Peoples Republic of China has been borne by the central -oriented relationship since 1949.How to deal with it will influence the national unification, political stability, economic development and social progress. It is a neck-bottle in Chinese modernization. It turn into a critical issue in China.The thesis adopts researches of document analysis, statistics, case study, etc., based on a large number of data and charts. It is divided into five parts. The first part tells the readers what is the central and local government here, and why the author want study on this special topic, namely the value and the theory. The second part analyzes on the process of relationship between Chinese central and local government from the historical angle (1949 to 2004), and get the key points. These will help the author give her topic latter. The third part mentions the reform rules of the relationship between central and local governments.
