基础教育均衡发展问题研究

【摘要】 随着社会经济的快速发展和人民生活水平的不断提高,人们对自己的子女能否接受较高质量教育的问题非常关心,对于优质教育资源比较渴求。于是,基础教育差距较大的事实也就越来越为人们所关注。对于目前国内基础教育存在较大差距、非均衡发展的现象,国内社会各界包括教育界已对此投入了较多的目光,成为进入新世纪后教育研究与教育改革的重要内容。而如何理性地看待此现象,进行鞭辟入里的分析,找到问题的症结所在,就成为实现基础教育均衡发展的突破点。 本论文首先对基础教育均衡发展的理论基础进行了探讨,从基础教育本身的属性、法理学、伦理学角度论证了基础教育需要均衡发展,为此问题支撑起理论大厦的根基。接着,论文对基础教育非均衡发展的现象进行了展现,从地区间、区域内部以及城乡之间的视角,以教育经费、办学条件和师资水平为分析点,揭示了基础教育非均衡发展差距之大,对教育质量的提高、和谐社会的构建等方面产生了不利影响。论文着重从政府以及政策角度,对造成基础教育非均衡发展的原因进行了分析,以期引起各级政府对自身责任的重视。 借鉴先行的做法,探寻其成功的经验或产生问题的教训,是为了更有效地推行基础教育均衡化。因此,本论文对国内的几处典型经验进行了介绍;为了以世界的视角审视我国的教育问题,笔者也对国外促进基础教育均衡发展的做法进行了分析。 在进行原因分析以及经验探寻的基础上,本论文从使《义务教育法》成为“硬法”、强化政府的公共责任、改革义务教育经费投入体制、进行教育人事制度改革、建立区域教育评估、监测与督导制度角度方面对促进基础教育均衡化提出了建议。以期促进国家整体层面基础教育质量的提高,为更广大的人们提供优质教育资源。
【Abstract】 With the rapid development and continuing progress of the living standard, people take much care about whether their children can take better education, whether their children can enjoy better educational resources. So, the matter of vast gap between fundamental educations is gradually getting into focus. To the vast gap of the fundamental education in China, people have paid much attention to it, and take it as the key content of the education research and education reforms. However, how to consider it reasonably and analyse it thoroughly becomes the opening breach to realize the balanced development of fundamental education.Firstly, the thesis set foot on the theory foundation of fundamental education. It supports the need of balanced education from intrinsic qualities of fundamental education, law and ethics perspective, and put theory pavement for this question. Then, the thesis shows the sever situation of the imbalance, from inter-regional, inner-regional, between city and county perspective, taking education finance, schooling establishment and teacher quality as the analysis point, and shows the vast gap between fundamental educations. The vast gap carries bad influence on the quality of education and construction of the harmonious society. The thesis analyse the reasons especially from the governmental and political angle in order to let the government realize their duty.Refers to what has been done, explores the successful experience or troublesome lessons, to advance the process of the balanced education. So, the thesis introduces several typical domestic experiences. In order to consider this matter internationally, the thesis also analyses the foreign experience.Based on the reason analysis and experience exploration, the thesis gives suggestions about how to improve balanced fundamental education, to make the The Law of Compulsive Education "set method", to strengthen the government’s public duty, to reform the investment system of compulsive education, to reform the education personal system, to set up district education evaluating, testing and monitoring system, and so on. It looks forward to improving the fundamental education quality, to supply higher quality educational resources for more students.
