【摘要】 正义问题已是当代社会经济发展过程中日渐凸现的重大课题，自20世纪60年代罗尔斯发表《正义论》以来，有关正义问题己成为全球学术界的一个焦点问题。公共行政领域因其自身涉及国家权力的特殊性，可直接影响和干预私人利益和公共利益，因此，作为正义问题的一个分支，公共行政正义问题就日益显示着其独特的地位和作用。公共行政正义问题同样也是我国社会经济发展中的一个重大课题，随着我国改革开放的深入和市场经济的发展，先富与共富、竞争与协作、利益与创造、效率与公平、经济发展与政治——行政体制改革的滞后等矛盾在社会经济生活中日渐凸现。因此，研究公共行政正义问题对于建立公正、高效和廉洁的公共行政体制，维持公平的社会经济秩序和安全的社会公共秩序，促进人的全面发展至关重要。 本文试图以公共行政与伦理、工具理性与价值理性相结合为基本研究方法，从制度或体制的视角对公共行政正义问题进行应用性探究，克服过去仅仅局限于从人性层面来研究正义问题的缺陷；通过对公共行政正义的内涵作出科学的解释和界定，对公共行政正义的基本原则的概括，对公共行政制度正义问题的深度剖析，初步构建了公共行政正义理论的基本框架；在此基础上，通过对官僚制的全面考察，反思公共行政实践的正义性，指出公共行政正义实践的出路在于形式正义与实质正义的有机统一。通过对中国公共行政实践的正义性反思，概括了存在的问题，并提出了相应的对策。本文力图通过公共行政正义理论构建和对公共行政正义的反思，为现实的公共行政活动及决策提供伦理价值坐标。更多还原

【Abstract】 Great subject that the just problem has been shown in the contemporary social economic evolution especially day by day already, since Rolls published " justice theory " in the sixties of the 20th century, the justice issue concerned has already become a focus problem of academia. Public administrative field involve particularity of state power by oneself because of their , can influence and intervene private interests and public interests directly, so, as a branch of the just problem, the public administration’s justice problem reveals their unique positions and function day by day. The public administration’s justice problem is a great subject in the social economic development of our country too, with the development of deepening of reform and opening-up of our country and market economy, takes the lead wealthy and the common enrichment, competing for it with cooperating , interests and creating , efficiency and fair , economic development and the lagging of the politics-administrative system reform ,etc, altogether these contradictions are shown in the social economic life especially day by day. So, it is very important to set up of high-efficient and clean public administrative system, keep the fair social economic order and social public order of security by studying the public administration’s justice problem, and also it is essential to promote people’s overall development.更多还原
