【摘要】 继党的十六届四中全会首次提出“构建社会主义和谐社会”的执政理念后，2月19日，胡锦涛总书记在省部级主要领导干部提高构建社会主义和谐社会能力专题研讨班开班式上发表的重要讲话中，又对社会主义和谐社会的基本特征作了进一步阐述，指出“我们所要建设的社会主义和谐社会，应该是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会。”这是我们党新一代领导集体对社会主义和谐社会理论思考的新突破。深刻理解和把握构建社会主义和谐社会的内涵和特征，对我们全面落实科学发展观，促进我国经济社会协调发展和全面进步，意义重大。在近年召开的“两会”上，温家宝总理的政府工作报告再次强调了建设社会主义和谐社会的重大意义。可见，建设社会主义和谐社会已经成为当前我国社会发展的总体战略目标。建设社会主义和谐社会对政府行为模式提出了一系列新的课题和挑战，其中转变政府观念，建立科学的、适应当前社会发展现实的政府绩效评估体系成为关键。 本文探讨在构建和谐社会过程当中，如何提高政府的管理水平，建立科学的政府绩效评估体系，并且针对政府绩效评估给出实证的研究方法和实例。文章共分为四个部分：第一部分为导言，主要是在和谐社会构建和新农村背景下提出政府绩效的概念并阐述西方主要国家政府绩效体系建设的概况；第二部分阐述在构建和谐社会过程当中的政府绩效问题，着重探讨构建和谐社会当中的政府绩效的组成、绩效和效率的区别以及实现公平与正义等问题：第三部分提出适合和谐社会理念的政府绩效评估体系的建立；第四部分将以南昌市新建县的农村公共卫生体系的绩效评估为例作出实证的分析。更多还原

【Abstract】 Following the Fourth Plenary Session of our party’s sixteenth proposed the concept of a socialist harmonious society. Hu Jin Tao, who is a general secretary of china delivered an important speech in the leading cadres at provincial and ministerial level to enhance the capacity of building socialist harmonious society. Also the basic features of socialist harmonious society was further stated that we should build a harmonious socialist society which should be democracy and the rule of law fairness and justice integrity and fraternity dynamic, stable and orderly with the natural harmony of society. This is the new theoretical socialist harmonious society of our new generation leadership of our party. Profoundly understand and grasp the meaning of a socialist harmonious society and identity, the full implementation of our society development concept, promoting the coordinated development of china’s economic and social progress of major significance. Held the Two sessions in recent years, in premier wen ’s government work report highlighted the significance of building a socialist harmonious society once again. Building a socialist harmonious society on the government proposed a series of new patterns of behavior issues and challenges, which change the government concept. The establishment of scientific and adapt to the realities of the current social development as a key performance evaluation system.The article explored in the course of a harmonious society, how to improve the management level, and how to establish the scientific assessment of the performance system. And give examples and research methods to the assessment of the performance. There were four parts in this article. The first part was the introduction in social harmony and a new rural background.
