【摘要】 一个国家或地区在迈向现代化的过程中,必然会发生大量农村劳动力非农化的现象。江苏作为我国经济大省之一,进入新世纪以来,顺应国内外经济发展的变化和趋势,抓住机遇与国际接轨,经济总量保持持续稳定增长,但经济增长并没有带来就业的相应增长。江苏农村特别是北部地区还有大量农村剩余劳动力有待转移,就业结构调整远远慢于产业结构,阻碍了产业结构的进一步优化,也不利于江苏南北经济的协调发展和社会稳定。本研究旨在转移江苏农村剩余劳动力,缩小江苏区域经济发展差异,促进全省经济的高速发展。文章分为五个部分:第一部分介绍区域产业结构和就业结构的相关理论,并分析二者的互动关系,同时引入区域空间发展模式,为进一步研究农村劳动力转移奠定基础;第二部分对江苏整体及区域的就业结构与产业结构进行实证分析,指出就业结构滞后于产业结构,农村仍有大量剩余劳动力有待转移的现状,并提出产业结构调整中存在的问题。第三部分用特化系数考察江苏各区域的劳动力分布情况,并分析了江苏农村剩余劳动力转移的历史和现状,以及存在的问题;第四部分建立就业弹性的时间序列模型,对非农产业的劳动力吸纳能力进行定量分析,并对非农产业内部具体产业的劳动力吸纳能力作了比较;最后,把区域空间结构发展模式与江苏经济发展的具体特征融合到一起,提出转移江苏农村剩余劳动力以调整就业结构,并促进产业结构结构优化和经济协调发展的政策建议。更多还原

【Abstract】 It is necessary that massive rural labor shift to city when a country in its process of modernization. The total economical quantity of Jiangsu has been growing stably and continuously since the new century. But the economy growth has not brought the corresponding employment growth. Village also has massive surplus labor force that waiting for shift especially in the north area. The employment structure lags to the industrial structure, which hinders not only the further optimization of the industrial structure but also the coordination of the economy and the society of Jiangsu.The purpose of this research is to shift the surplus labor force in Jiangsu, to reduce the region economy development gaps, and to promote the entire province economy to a higher level. In this paper there are five parts. The first part introduces the related theories of region industrial structure, the employment structure and regional development. These theories are the foundation of the further study of rural force shift. The second part carries on the demonstration analysis of Jiangsu employment and industrial structure, then points out that employment structure lag to industrial structure. There are massive labor forces waiting for shift to city in the village. It also points out that some problems of industrial structure adjustment. It inspects the labor force distribution of various regions with the specialized coefficient method in the third part. It also analyzes the history and the present situation of the shift in village in this part. In the fourth part, I establish employment elastic time series model to analyze the ability of absorbing labor. Finally, some supporting stratagems are proposed to promote village surplus labor shift, to adjusts the employment structure and to optimize the industrial structure.
