【摘要】 冷战结束后，国际政治格局剧烈变动。俄罗斯作为当代世界主要国际战略力量之一，不仅是影响国际格局变化的重要因素，还是影响中国周边战略环境的重要因素。中国和俄罗斯互为最大邻国，两国关系经过十五年的发展与磨合逐渐步入睦邻友好与互利合作的成熟期。中国和俄罗斯的睦邻友好关系在各个领域都保持着良好合作。中俄双方形成了坚实的政治与法律基础，建立了高层互访机制和磋商机制，并签署了一系列具有法律效力的文件保障双边关系稳定持久的发展。中俄两国在军事领域开展合作，加强双方军事互信，并在2005年8月首次举行了不针对第三方、不涉及第三国利益的联合军事演习。在中俄睦邻友好关系的基础上双方不断开展在经济领域的合作，2005年双边贸易额创下历史新高。2005年两国彻底解决了对双边关系影响最大的边界问题，为中俄睦邻友好关系的发展扫清了障碍。本文阐述了中俄睦邻友好关系的建立过程，分析了中俄睦邻友好关系发展的决定性因素和制约性因素，预言两国关系在未来将有一段稳定的发展期。中国和俄罗斯的睦邻友好关系不断加强和深化仍是两国关系未来发展的主要方向。更多还原

【Abstract】 As the biggest neighboring country of China Russia is currently in the difficult phase of transformation, gradually it has become an independent powerful country on the international stage. As the successive country, Russia is one of the most powerful countries of potentiality. It is also one of the major international strategic forces at present. Therefore the development of the neighboring friendship relation between China and Russia not only affects China, but also has profound effects on the Asia-Pacific region and even the safety and development of the whole world. As a result the research of the neighboring friendship relation between China and Russia has great practical significance. Great achievements have been achieved by China and Russia on the neighboring friendship relations, but there are still some problematic issues, such as how to look on the active and passive elements, how to estimate the character and situation of the neighboring friendship relation between China and Russia and what is the prospect of this relationship in future. Studying and solving these issues will be very important for us to look on the relations between the two countries from a more comprehensive, long-term and macroscopical standpoint.This dissertation contains three parts.The first part of this dissertation mainly introduces the establishment and development of the neighboring friendship relation between China and Russia. The Parley Summary reached in 1991 after negotiations, rounded off the process of shifting from Sino-Soviet relations to Sino-Russian. In 1992 China and Russia subscribed the joint communiqu, which stated that both China and Russia regarded each other as friendly nations, both China and Russia would develop the neighborly and mutual benefit cooperation according to the five basic principles of peaceful coexistence. In 1994 the two countries subscribed the joint statement between China and Russia. They all agreed to set up the constructive partnership facing to the 21st century. This constructive partnership was defined as the non- rival, or non- allied partnership but as the long-range steady neighboring friendship relation based on the five principles of peaceful coexistence.
