【摘要】 信息技术产业形成于20世纪中期,目前正步入高速发展阶段。随着社会信息化进程的加快,信息技术产业已成为跨世纪的支柱产业,其兴衰决定着整个经济的走向,信息技术产业的发展加速了经济增长。20世纪90年代,美国、日本等发达国家重视并发展信息技术产业,使信息技术产业成为经济发展新的增长点。随着经济全球的发展和社会的进步,信息技术的应用和普及,改变了经济结构,信息技术产业本身不仅成为一个庞大的新产业,而且对各国经济的作用和贡献率也与日俱增。本文从研究信息技术产业的发展与经济增长的关系入手,从理论层面解释信息技术产业与经济增长的关联;分析美日两国信息技术产业的发展现状及模式特点;并通过美日信息技术产业对经济增长的实证分析,展示美日信息技术产业对经济增长的作用;进而总结美日信息技术产业对经济增长的经验教训及对我国的启示和借鉴,探求中国信息技术产业现实发展对经济增长的基本路径和对策。文中提出中国的信息产业带动经济增长的模式应选择宏观调控与政府干预相结合模式;原始创新、集成创新和引进消化吸收再创新能力相结合模式;“扩大内需”与“出口发展”相结合的模式。建议我国建立健全信息技术产业政策体系,加强政府对信息技术产业的引导;加大对信息产业的投入,加快发展信息技术产业基础设施,加快核心技术的研发和创新;加强信息人才培养;信息技术的开发与市场化并举等发展对策。更多还原

【Abstract】 In 1990s, the developed countries such as America, Japan, took much attention to develop the information technology industry, and put forward the information economy to an important strategy, which caused the information technology industry to become the new increase point of economic growth.America has seized this strategic opportunity and become the first great nation in the information technology industry. The full scale development of the information technology has supported the new economy to develop in a high speed, and caused its economical development far beyond other countries, and has created the huge wealth at home. As a typical representative of the industry development which is based on the applying and pursuing information technology, Japan has pursued the others quickly. Although Japan developing experience is different in the path and the pattern compared with other countries, it has brought the fast development for Japan similarly.Originating from America and the other developed countries, the revolution which take the information technology as the core, gradually infiltrated all fields of humanity activity, and has had the profound influence to the economy, the society and the cultural life of the global countries including China.In the last few years, people widely paid attention to the research about the function of the information technology industry on promoting the economical growth, especially to the development of the information technology industry and to its economical and societal function which took America and Japan as a representative.
