【摘要】 为确保公路交通发生突发事件时,交通主管部门能够迅速地做出判断,并进行救援和指挥工作,经过认真调研和分析,有必要在黑龙江省建立完善的公路交通应急系统。建立公路交通应急系统,是为了对突发事件进行快速的反应,迅速有效地组织抢险和救援,为公路的交通安全生产提供强有力的保障。公路交通应急系统能够使突发事件得到迅速有效的处理,尽量减少国家及群众的生命、财产损失。 通过对国内外应急事件救援管理工作的对比和分析,详实地分析了黑龙江省交通应急管理工作的现实状况、黑龙江省现有救援资源、信息化建设现状和数据库建设现状,黑龙江省在公路交通应急管理在系统化和信息化方面有很多工作需要改进。 在分析了黑龙江省公路交通应急工作中存在数据支持不足、直观性不强和信息通道不畅等问题的基础上,提出了一个公路交通应急系统资源数据库的构建方案,为公路应急事件的处理提供技术和信息支持。建立资源数据库经过系统分析、系统设计和系统实施三个阶段。资源数据库保证了公路交通应急救援所需信息资源的科学性、实时性和调度的有效性。 利用应用程序与数据库技术,为构建资源数据库提供技术支持,以大量的救援信息作为构建资源数据库的数据支持。在这个资源数据库里,有五个信息资源模块,分别是交通、医疗、消防、公安和其他救援部门的救援信息模块,具备了查询、修改、信息发布和资源派遣等功能,可以满足公路交通应急系统对信息的基本需求。 进行信息的整合后,如何对数据进行输出,发挥救援信息的效用,实现公路交通应急系统的应有功能,是辅助决策的作用。凭借资源数据库这个基础信息平台,对指挥者适时地派遣救援力量,发布救援辅助决策,交通应急事件的科学快速的解决,奠定了技术基础与信息支持。更多还原

【Abstract】 To guarantee that the highway traffic transportation department can make judgment and carry on rescuing and dispatching rapidly, and that emergency accidents be processed effectively and rapidly, and that the damage of people’s health and wealth be least when it occurs emergency accidents on highway of Heilongjiang province. By investigating and studying earnestly, it’s necessary to establish the perfect highway traffic emergency system. So we establish highway traffic emergency system in order to reaction to the emergency accidents rapidly, to organize the emergency rapidly and effectively, provide powerful safeguard for highway traffic safety.By anglicizing and contrasting supervisory rescues work to the emergency accidents in and out country, in this paper I have analyzed the realistic condition about Heilongjiang province transportation emergency supervisory work detail, and the present rescue resources in Heilongjiang province, and the present situation of information and database construction. I think that Heilongjiang has much to improve in the systematization and information in highway traffic emergency management.A scheme of resource databases in emergency dispatching system was designed to support for the safety of Highway traffic, after analyzing highway emergency system which lacks for data information, has poor communication channels in Heilongjiang province and which is invisible. The building of resource database includes 3 stages, system analysis, system design, system implement. The resource database ensures the rationality, efficiency and real-time of information resource with emergency system.The application procedure and the database technology can supply technology support for the resource database. While massive information of rescue can supply data support. There are five information resource modules in this resource database: transportation, hygienic, fire, police and other rescue departments’ rescue information module respectively, which has the function of inquiry, revision, information issue, and resources dispatch and so on. It is satisfied with basic request of the highway traffic emergency system.After resource database carries on conformity of the information, it’s the task of assists policy-making to determine how to output data, how to make the information of rescue work and how to realize the function of emergency system. Relying on the resources database, this foundation information platform, building the highway traffic emergency system, its captain dispatches the rescue strength at the right moment, it issues the rescue assistance decision-making, these has laid the technology base and the information support for solving the transportation emergency accidents scientifically firstly, and plays role of the rescue resourcedatabase fully.
