【摘要】 长期以来我国的市政公用事业管理作为行政管理体制的重要组成部分,其所具有的公有制和部门所有制的双重身份已不能适应社会主义市场经济发展的要求。市政公用事业的改革已势在必行,而民营化力求在保证政府基本职能输出的基础上把一些职能交给市场,以促进资源的更合理配置,为我国市政公用事业的改革开辟了一个新途径。同时,国内外成功的经验为我们市政公用事业的改革提供了多种借鉴形式,然而随着我国市政公用事业民营化改革的逐步深入,制约我国市政公用事业民营化进一步发展的瓶颈日益凸显。因此须对这些瓶颈进行了深入、系统地分析并提出切实可行的应对措施,明确政府在这一过程中的责任,以推动我国市政公用事业民营化的顺利进行。本文共分为四个大部分:第一部分,从规范的层面讨论了市政公用事业民营化的必要性、可行性及其意义,并从理论的层面给民营化以理论支撑,探讨市政公用事业民营化的逻辑起点,提出民营化是我国市政公用事业发展的新途径。第二部分,结合国内外市政公用事业民营化进程中的经验教训,依据美国民营化大师萨瓦斯的理论对我国市政公用事业的民营化作两种不同层面上的分析,探索性提出发展我国市政公用事业民营化的具体形式。第三部分,通过对我国在推行市政公用事业民营化中遇到的阻力的分析研究,试图提出既有针对性又切实可行的解决方案。第四部分,民营化决定了政府的职能必须重新定位或调整,建立符合市场经济规律的间接监管体系。更多还原

【Abstract】 For long time, the municipal public utilities management is an important part of our administrative system, its dual body can’t adapt to the development of the socialism market economy, so it has to be reformed . However, in order to promote resources more reasonable and help our reform of the municipal public utilities, privatization is based on guaranteeing basic jobs of output to hand some jobs over the market, which is a new path for the reform of the municipal public utilities. At the same time, the domestic and international experience and lesson support many feasible forms. However, with the reform of our country ’s privatization of public utilities going deeply, the bottle-neck that detain the further development of privatization of our public utilities increasingly highlight. Therefore we must analyze these bottle-necks systematically and deeply, at the same time, bring up the viable measures in order to smooth the privatization of our country ’s municipal public utilities.The paper includes mainly four parts:The first part discusses the necessity, possibility and its meanings that municipal public utilities run by privatization from the level of the norm, to study the basic logic jumping-off of the privatization; put forward it is new path which to develop our country’s municipal public utilities through propping up the path with the relevant theories.The second part makes two kinds of different the analysis on it, through combining domestic and international experience and lesson and according as the master theory of American E.S.Savas, then put forward to forms which are adapt to our country.The third part analyzes the resistance meeting in the promoting the privatization of the municipal public utilities and put forward the pertinent and feasible solutions.The last part discusses that the governmental function must be relocated and adjusted because of the privatization, and establishing the indirectly supervisory system that match the market economy regulation.更多还原
