【摘要】 灾难事件具有与生俱来的新闻性,正确报道灾难新闻对组织救灾防灾,克服公众恐慌心理,推动事故查处都有不可替代的作用;而报道行为本身对中国民主法制建设、国家良好形象的树立都有明显的正面效应。当前中国媒体灾难新闻的报道量、透明度有很大突破,报道中新闻的主体地位增强,同时也存在一定的阻力。即灾难事故发生后,当地政府由于种种原因或明或暗地压制报道,或者是大事化小、小事化了,或者歪曲事实真相糊弄老百姓,造成当地群众对有关亲身利益的身边灾情含糊不清,甚至一无所知,从而导致流言蜚语盛行。这就是本文论述的“台风眼”现象。论文在全面审视中国灾难报道的历史与现状的基础之上,对我国灾难报道观念变化及现象做了深入的分析研究,尤其对灾难报道中的“台风眼”现象进行了具体剖析,尽可能剖析原因,分析利害,探讨最佳解决方案,以便提高我国新闻媒体驾驭灾难新闻的能力,进一步增强我国在国际传播中的实力。并且在横向比较中,对中西不同的灾难报道观念进行了分析对比,为优化当今灾难报道作出若干设想。面对信息全球化的新形势,政府应该进一步更新观念,尽快建立健全新闻法规,提高应对突发性灾难事件的能力,避免被动与消极应对的局面。一方面允许媒体公开透明地进行报道,还公众以正当的知情权;另一方面又要积极主动地对媒体进行引导与调控。媒体应借鉴各方面经验,进一步强化责任意识,提高报道质量,倾注人文关怀,遵守法律法规。更多还原

【Abstract】 There is an inherent feature of news in calamities. Exact reports on calamities play an important role in salvation, resistance, conquering panic and impelling investigation into calamities. Reports itself will bring positive effect on constructing democracy and setting up upstanding image of China. There has been an obvious outbreak in the amount of calamity report and making it in public. Meanwhile, the principal points of news outstand greatly. However, an obstacle to progress still exists. That is to say, when a calamity happen, the local government suppress the truth in public or stealthily for some reason, they either play down its truth or do some subreption in order to make common people in dark, which will result in rumor and scandal being spread about. I call this“the eye of typhoon”on calamity report.Based on a general survey throughout its history and actuality of calamity report, this paper lucubrates on concept variety and phenomena of calamity report in China, especially make a concrete analysis of“the eye of typhoon”on calamity report in order to solve the concrete problems and strengthen the ability to international communication. At the same time, this paper compares and contrasts Chinese report with Western report on calamities to achieve some assumption for optimizing today’s calamity reports.Facing the new situation of global information, the government should further update concept, construct and improve the statute of press to strengthen the ability to deal with outbreak calamities, avoid the passive situation. The measures we should take are that the governments allow media to report calamities in public to meet people’s right to know, on the other hand, take an active in guiding media. Mass media should use all sorts of experiences for reference and highlight responsibilities, increase report quality, pay attention to humanism and abide by laws and statutes.更多还原
