基于工作流的城乡一体化地籍管理信息系统研究

【摘要】 地籍管理信息系统的建立有着深刻的社会背景和技术背景。随着我国城乡一体化进程的加快和信息技术的发展,传统的地籍管理信息系统模式在网络化、数据组织管理、多用户并发、数据共享及深入应用等方面存在的问题,不能满足现代地籍管理业务的需要。本文通过分析研究现阶段国内外地籍管理信息系统存在的问题及其发展趋势,提出基于工作流的城乡一体化地籍管理信息系统这一现代地籍管理模式,实现日常地籍业务办公与地籍数据动态管理的结合和城乡一体化的地籍管理,并从技术支持、总体设计、数据库建立及系统设计与实现等方面进行了详细的研究与分析。本文主要包括以下内容:分析讨论了工作流技术、工作流管理系统及GIS技术等的特点、功能及发展趋势,研究了这些技术在地籍管理信息系统中的应用,对地籍管理业务进行了工作流建模,研究了工作流管理系统(WfMS)、办公自动化(OA)和地理信息系统(GIS)技术与地籍管理信息系统融合的方式,通过工作流技术进行地籍管理业务的权限管理、高级任务管理和业务逻辑的配置,实现系统协同性、控制性和灵活性,提高地籍管理的工作效率。根据软件工程的设计原则,采用先进的GIS软件平台ArcGIS9.0、GIS组件技术及以B/S模式为主、C/S模式为辅的分布式网络结构平台,构建基于工作流的城乡一体化地籍管理信息系统的总体结构模型和功能模型。从城乡一体化管理的角度将现代地籍信息分为地类对象和权属对象两大类,分析了地籍对象的特点及对象间的关系,采用大型网络关系数据库Oracle 9i和ArcSDE集成,将多源、多比例尺、多时间段、多类别的地籍图形数据、地籍属性数据及地籍业务数据进行一体化的组织与管理,并在此基础上进行城乡一体的数据库的建立;实现了土地利用管理和权属管理两大地籍管理核心业务数据统一管理,真正实现底层数据的统一,并以宗地变更为例,对现状数据与历史数据的组织的管理进行实例分析。分析土地登记业务的特点,将“工作流”引入土地登记中,在工作流管理系统的支持下,通过严格的权限定义、流程定义、表单定义,实现不同科室、不同工作性质的人员在同一网络上的协同办公;选用组件式GIS控件MapObjects2.2(简称MO)作为GIS开发的基础,设计开发土地登记实验子系统,系统开发实现了权
【Abstract】 The establishment of the cadastral management information system has profound social and technical background. With the acceleration in the integration of the rural and urban areas and the development of information technology, the traditional mode of cadastral management information system,with its problems in terms of long-standing networking, data organization and management, multi-user concurrence, data sharing and intensive application, can not meet the requirement of cadastral management operations in modern times. Based on the study of the problems of the traditional mode of cadastral management information system mentioned above as well as its development tendency, this thesis puts forward the concept of the rural-urban integrative cadastral information system which is based on the workflow technology. Meanwhile, detailed analyses and studies will be conducted on this issue concerning its technical support, system design, database foundation, and system realization. The main contents are as follows:Analyzing the characteristics, functions and development tendency of the workflow management system and GIS technology; researching their applications in the cadastral management information system; conducting the workflow modeling of related cadastral management businesses; proposing the mode for the combination of WfMS, OA, GIS on the one hand and cadastral management information system on the other; collocating the management of power extent, advanced mission and operation sequence, with an aim to achieve system coordination, control, flexibility and high working efficiency.Based on the principles for the design of software engineering and adopting the advanced GIS software- ArcGIS9.0 as well as related groupware techniques, this thesis proposes the establishment of a network framework platform with the B/S mode playing a leading role and the C/S model a supplementary role. Thus, the structural and functional frameworks of the rural and urban integrative cadastral management information system are constituted.From the point of view of the integrative management of the urban and rural areas, this thesis divides the modern cadastral information into two types: land class information and information of land property; analyses the features and relations between different cadastral objects; organizes and manages spatial, attribute, and
