【摘要】 新华社作为中国国家通讯社和国际性通讯社,是我国对外宣传的主要机构,在对外宣传方面起着至关重要的作用,肩负着向世界展示中国良好形象,向世界传播中国声音两大主要任务。新华社的对外宣传工作长期以来作为我国总体外交的一个重要组成部分,为维护国家利益和展示国家良好形象做出了杰出的贡献。新华社国内各地方分社在对外宣传工作中也发挥了重要作用。随着世界经济的全球化、传播的全球化,地方与全国、与世界的联系越来越直接,越来越紧密,各地都通过加强对外宣传报道的力度,为自身的发展营造良好的外部舆论环境。地方性的对外新闻在为本地改革开放与经济服务方面,在树立和维护地方良好的国际形象方面,甚至在开展国际舆论斗争方面都起着直接而积极作用。在当前的国内国际环境下,河南分社的对外宣传工作在取得巨大成就的同时,和新华社总社一样也面临着新的情况:国内对外宣传形成新格局,兄弟外宣单位加大发展力度,外宣新形式的出现和成熟,新华社自身性质的限制等,都对新华社的外宣工作提出了新的挑战和要求。国际上英语文化的主导地位,以西方意识为主导的国际形势,大型国际性通讯社的激烈竞争,增加了新华社外宣工作的紧迫性和难度,这些都使新华社面临着巨大的挑战。但是,新华社聚集了一大批优秀的新闻工作者,拥有巨大的无形资产和珍贵的资源。完善的世界性通讯社发稿网络,遍布世界的新闻信息采集网络,授权新闻中占主导地位等都是新华社在对外报道方面所具有的优势。作为新华社的地方分社,河南分社除了可以利用新华社的以上优势外,在河南对外报道中还有其独有的区位优势和独特的资源优势。这从新华社河南分社对外报道内容与形式的历史演变中可以略见一斑。新华社河南分社2004年6月～2005年6月一年中对外报道内容和形式的个案研究,具体反映了河南分社近年的主要工作重点和成就。河南分社的对外宣传能够利用和发扬优势,凸显河南的个性和特色,在做好新与深结合的情况下,立体式开掘重大外宣新闻题材。报道时能够抓住有利时机,及时报道,对河南采取的独特举措、发生的独特事件进行报更多还原

【Abstract】 Xinhua News Agency, as the Chinese state news agency and an international news agency, is Chinese main external organ of coverage organization, and plays the role of utmost important in the aspect of external coverage, because this news agency undertake two main tasks as follow: to show the good image of China and to transmit the sound of China to the world. And for a long time, its external coverage work, as a main part of our diplomacy, has made great contribution to the aspect of protecting the national benefit and showing China’s good image.What is more, the domestic branch of Xinhua News Agency have also play important role in the work of external coverage, with the globalization of world economy and of transmission, the relation between the local and the central government and between the local and the world, becomes more and more direct and more and more close. Each local news agency all strengthen the external coverage to build the good environment of public opinion for its development external, so the local external news, in the aspect of serving for the reform and opening and economy of the local, in the aspect of setting and protecting the good international image, even in the aspect of strive for the public opinions in the world, plays positive role more direct than that of past.In the current condition of China and of the world, the external coverage work of Xinhua news agency Henan Branch has attained great success, meanwhile, it also faces the new condition as same as the external agency of Xinhua: the external coverage agencies have strengthened their dynamics in coverage, new external propagandas forms appear and mature, the nature of Xinhua News Agency itself has limited its development, etc, all mentioned above put forward raise the new challenge and demand to the external coverage work of Xinhua News Agency.
